Description

The National Park Service intends to issue a Request for Proposal, Commercial Items-Services, FAR Part 12 and FAR Part 15, for land clearing in conjunction with wetland restoration and mitigation for The Hole In The Donut site, Everglades National Park. The solicitation number is N5297070011 and will be available at http://ideasec.nbc.gov on or about February 1, 2007. The solicitation documents and incorporates provisions and clauses in effect through FAC 2005-09. The NAICS code is 562910 and the associated size standard is 500 employees. This procurement is a small business set-aside. The work of this contract consists of but is not limited to vegetation clearing, earth moving, and disposal operations, site clean up, and reporting encounters with non-native animals to the Park's IPM staff. The primary goal of this contract is to clear and restore a minimum of 100 acres. FAR Clause 52.212-2, Evaluation of Commercial Items, applies to this solicitation. The following evaluation criteria arranged in their order of importance shall be used to evaluate offers: 1. Past Performance 2. Technical Capability to meet the Government Minimum Technical Requirements, and 3. Cost or Price. As proposals become more equal in their technical merit, the evaluated cost or price becomes more important. Service contract wage rates apply to this contract. The amount of this contract will not exceed $2 million dollars. Prospective Offerors must be registered at Central Contractor Registration site, www.ccr.gov . Two site visits will be offered and it is highly recommended all offerors attend one of the two. The site visits will be offered on or about February 13 and 15, 2007.
