Description
The Army Contracting Agency (ACA) Contracting Center of Excellence (CCE), Pentagon, on behalf of the Office of the Deputy Under Secretary of Defense for Industrial Policy (DUSD(IP)) intends to procure an Assessment of the Unmanned Vehicle (UV) Indust rial Base. Interested small businesses that are certified and qualified as a small business concern in NAICS code 541614 with a size standard is $6.5 M dollars are encouraged to submit their capabilities package outlining their experience and capabilities to perform the tasks outlined in the Performance Work Statement. These capability packages must be submitted by 1200 pm (noon), 12 February 2007. If at least two (2) responsible small business concerns are determined by the government to be capable of p erforming this requirement, based on a review of the capabilities packages (limited to 25 pages, single sided), the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two (2) responsible small business concerns by the response date, or if the government determines that no small businesses are capable of performing this requirement based on a review of the capabilities packages submitted, this requirement will be solicited under full and open competition procedures. Under this requirement, the contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to: identify the unique (to specific UV mark et segments) and common industrial and technological capabilities needed for current and projected UVs; evaluate the extent to which those capabilities will be available to meet DoD future needs; proactively identify market consolidation indicators; and position the Department to influence the development and/or sustainment of industrial/technological capabilities as necessary to meet emerging requirements. The period of performance will consist of a one year from date of award.
