Description
The VA Montana Healthcare System, Fort Harrison, Montana intends to negotiate a commercial (FAR Part 12) sole source procurement with Eugene Life Consulting, 1602 Palmer Street, Miles City, MT 59301 under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.     The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12.     The Request for Proposal is VA-259-07-RQ-0043.     The North American Industry Classification System Code (NAICS) is 541690 and the small business size standard is considered $6.5M.     A justification for other than full and open competition has been prepared in support of this acquisition.     The Contractor will assist the VA Montana Healthcare System at Miles City, Montana in conducting required fire drills in the Nursing Home and Clinic; conduct annual Fire Safety Training in the Nursing Home, Clinic and for administrative staff in Miles City; and conduct VA Montana nursing home inspections throughout the state of Montana. All fire drill within the nursing home will be performed to JCAHO Standards. Contractor will develop and instruct the VA Miles City Staff in the annual Fire/Safety Training to meet JCAHO Standards. Contractor will plan, organize and conduct inspections of contracted nursing homes located throughout the state of Montana to meet the latest NFPA and VA requirements, assist VA facility and safety personnel in insuring the fire alarm testing/maintenance and documentation meets NFPA and JCAHO requirements. This contract shall not exceed 125 hours. No solicitation document exists and no telephone inquiries will be accepted. All interested persons may identify their interest and capability to respond to the requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government will consider all quotes received by 1:00 PM Mountain Standard time February 15, 2007. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
