- 25 January 2007 Proposed Solicitation Number: W912DY-07-R-0021 The United States Army Corps of Engineers, Huntsville Engineering Support Center, located at 4820 University Square, Huntsville, AL 35816, in coordination with the Army Facilities Component System Branch anticipates the possible acquisition of services fro m a small business concern with the capability of providing maintenance and support for the Army Facilities Component System (AFCS) and Theater Construction Management System (TCMS) through contract action on a competitive negotiated basis. This is not a formal solicitation or request for quote. The purpose of this synopsis of intent is to provide notice that the Government anticipates the possibility of making a competitive small business set-aside award. Contractors who can provide the U. S. Army Engin eering and Support Center with the services, in accordance with the synopsis listed below, are invited to submit electronically an affirmative written response indicating a bona fide ability to meet this specific requirement. The objective of this requirement is to provide continued support for the operation, maintenance and enhancement of the AFCS and TCMS automated systems for the Government. Services to be provided include: (1) The development, implementation, testing, enh ancement, maintenance, and documentation of computer logic for the AFCS and TCMS systems; (2) Complex system analysis, design, and development of the TCMS Integrated Engineering System (TIES); (3) Technical support on security requirements and the preparat ion of technical reports, charts, and graphs; (4) Training course material development and instruction of specific AFCS/TCMS training courses and briefings; and (5) other similar services. Award of this contract shall not limit the Governments authority to secure similar AFCS/TCMS-related support from other contract sources. Similar services to be acquired in support of AFCS/TCMS may include development and maintenance of microcomputer application code as well as providing technical/functional support, d eveloping functional specifications, functional testing of software, providing training, and data gathering. The contractor shall have the following skills: 1) Excellent analysis, programming, writing and documentation skills to support AFCS reporting req uirements; 2) A working knowledge of computer networking; and 3) Maintain skill levels in the Visual Studio .Net (VS) programming language. This requirement will include maintenance of software developed by another contractor; as a result, any interested firm should have expertise in software development tools such as Visual Studio, Microsoft Visual FoxPro. Additionally, interested firms shall have expert knowledge regarding Web centric or Smart Client applications, and be familiar with utilizing a tier d evelopment process for the purpose of code reuse. Communications with Joint Engineering Planning and Execution System (JEPES) and other Visual Studio tools with DOD based applications using Windows forms, Web forms and Web services is an immediate capabili ty for this requirement. All respondents shall provide the Huntsville Engineering and Support Center, United States Army Corps of Engineers with their capabilities and past experience in satisfying the above requirements. Responses should appear on company letterhead and include, at minimum, affirmation of active registration in the Central Contractor Registration (CCR), your Data Universal Number System (DUNS) number, any applicable processed credentials and qualifications, and any applicable pricing data or information. All res ponses should include a point of contact, telephone number, and electronic mailing address. Additionally, respondents should indicate whether they are a, small business, small disadvantaged business, 8(a) concern, women-owned small business, HUB Zone, ser vice disabled veteran-owned small business, or qualify as socially or economically d isadvantaged and whether they are U.S. or foreign owned. Responses to this notice will be used to determine the availability of this type of service. All responsible small business concerns may respond to this synopsis and will be considered by the agenc y. However, all large business concerns need not reply. Any responses submitted by a large business concern will not be considered by the agency. Sources for this purpose are sought from experienced firms with North American Industry Classification Stan dard (NAICS) code 541513, Computer Facilities Management Services, with average annual receipts of $23 Million and that meet the requirements set forth above.
