Description
CHANGES: The purpose of this amendment is to provide the contractor with additional specifications for the Roller Chain requirement that were not included in the original synopsis/solicitation. Potential offerors should also note that the Delivery Schedule at 4.1 has been extended to 200 days. Bid Opening will be at 3:00 pm, 31 January 2007 (changed from 2:00 pm). ADDITIONAL SPECIFICATIONS FOR STS ROLLER CHAIN 2.4 DESCRIPTIVE LITERATURE Descriptive literature is required to establish, for the purpose of evaluation and award, details that pertain to significant elements of the product offered. Two copies of descriptive literature pertaining to the pins, bushings, rollers, bent link extensi ons, and side plates shall be submitted with the bid. Failure to submit descriptive literature will result in rejection of the bid. Up to 15 days for review will be needed by the Government, therefore, bids shall be valid for a minimum of 30 days. PART 3 PACKING AND MARKING 3.2 PACKAGING, MARKING AND SHIPMENT (1) All material and articles shall be prepared and loaded for shipment in such manner as to protect them from damage in transit, and any and all damage shall be made good until the equipment is delivered to the Government at the specified delivery point. Where necessary, heavy parts or machines shall be mounted on skids or shall be crated, and any articles or materials that might otherwise be lost shall be boxed or wired in bundles and plainly marked for identification. All parts exceeding two hundred (200 ) pounds of gross weight shall be prepared for shipment so that slings for handling by the crane may be readily attached while the parts are on the car or transport truck. Boxed parts, where it is unsafe to attach slings to the box, shall be packed with sl ings attached to the part, the slings to project through the box or crate so that attachment to the hoisting equipment can be readily made. (2) The Government will accept delivery of materials and equipment when delivered at the specified delivery point in accordance with provisions of SECTION 4. (3) All accessories and spare parts shall be packed separately in containers plainly marked, ACCESSORIES ONLY, or SPARE PARTS ONLY. A packing list, listing the contents of each container, shall be placed in a moisture-proof envelope and securely fastened t o the outside of the container. The packing list shall provide the following information for each spare part or accessory in the container: (a) Manufacturer (b) Contract number (c) Identification, including the manufacturer's drawing number reference Each spare part or accessory shall be identified so that it can be easily matched against its entry on the packing list. (4) As soon as each shipment is made shipping notices shall be submitted on which shall be shown, in addition to the usual data, a description of the article furnished, the item number of the contract schedule to which the article applies, the shipping wei ght of each item, the number of pieces, the total weight, and if shipped by railroad carload lots the car number. PART 4 TIME AND DELIVERY 4.1 SCHEDULE Delivery shall be completed as soon as possible, but no later than 200 days after the receipt of contract award. Contractor shall make arrangements with the Government personnel at site to receive the chains at least five working days in advance of the del ivery. Government personnel and equipment will unload the strands from a standard flatbed trailer. Normal work hours are from 6:30 a.m. to 5:00 p.m., Monday through Thursday, except for federal holidays. The chains shall arrive between 7:00 a.m. and 3:00 p .m. on a normal workday, and adequate time shall be allowed for unloading and inspection. The delivery shall be made through the North entrance to the site. The two delivery addresses are: Lower Monumental Dam 5520 Devils Canyon Rd Kahlotus, Washington 99335 and Ice Harbor Lock & Dam 2763 Monument Drive Burbank, Washington 99323 4.2 FOB-Destination All items shall be FOB-Destination unless the GSA schedule states otherwise. PART 5 SOURCES FOR REFERENCE PUBLICATIONS 5.1 REFERENCES Various publications are referenced in other sections of the specifications to establish requirements for the work. These references are identified in each section by document number, date and title. The document number used in the citation is the number a ssigned by the standards producing organization, (e.g. ASTM B 564 Nickel Alloy Forgings). However, when the standards producing organization has not assigned a number to a document, an identifying number has been assigned for reference purposes. 5.2 ORDERING INFORMATION The addresses of the standards publishing organizations whose documents are referenced in other sections of these specifications are listed below, and if the source of the publications is different from the address of the sponsoring organization, that info rmation is also provided. Documents listed in the specifications with numbers which were not assigned by the standards producing organization should be ordered from the source by title rather than by number.
