Description
PRE-SOLICITATION SYNOPSIS: The Environmental Protection Agency (EPA) is soliciting proposal for an indefinite delivery indefinite quantity contract using Federal Acquisition Regulation (FAR) Part 12 and Part 15. The purpose of this acquisition is procure laboratory analysis of microvac and air samples that will be collected from multiple sites in lower Manhattan, and provide result reports in accordance with the statement of work. The samples collected shall be analyzed by a contractor for asbestos and man-made vitreous fibers (MMVF). Under the anticipated contract, the contractor shall provide timely and accurate analysis of asbestos and MMVF using transmission electron microscopy (TEM) and scanning electron microscopy (SEM) methodology reporting AHERA asbestos structures, and a modified phase contrast microscopy equivalent (PCMe) structure count for asbestos and MMVF. The NAICS code for this procurement is 541380. This acquisition is being procured under full and open competition. Anticipated award date is March 1, 2007. The period of performance is a twelve (12) month base period and a six month(6) option period for a total of eighteen (18) months. Offerors will be evaluated on factors which include Technical Ability, Location, and Past Performance. In an effort to streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the solicitation, and amendments, and other related items for this procurement will be posted at this website: http://www.epa.gov/oam/srpod, with notice posted on fedbizopps.com. Solicitation PR-HQ-07-10471 will be issued as a Request for Proposal (RFP) on or after January 25, 2007. Interested offerors are required to download the RFP and all related documents from this website. No printed copies of the RFP will be available.
