Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is performing a market search to determine potential small business sources in preparation for a future procurement. The EPA has a need for a contractor to provide the Office of Air and Radiation; Office of Transportation and Air Quality (OTAQ); program support, analysis, and advancement of the OTAQ?s transportation emission reduction and fuel saving programs. The efforts to be supported by this procurement will include both regulatory/compliance programs such as Transportation Conformity and Inspection/Maintenance (I/M) and voluntary programs such as SmartWay Transport Program (SWT), Clean School Bus (CSB) and may include the development and proliferation of future programs. The offeror shall provide services to support OTAQ in accomplishing various air quality improvements, including: 1 Outreach and Marketing Support 2 Organizational Support 3 Data Management 4 Program and Emission Analyses 5 Vehicle and Engine Testing The successful contractor shall provide all the necessary labor, materials and services in support of the efforts delineated in the performance work statement (PWS). A draft PWS can be obtained from the OAM website, http://www.epa.gov/oam/cinn_cmd. It is anticipated that the contract will be a cost plus fixed fee, level-of-effort ( LOE) type contract with a twelve month term and four twelve month options. The base level of effort will consist of 4,730 hours. In addition, options will be included to increase the level of effort by up to 23,150 direct labor hours during each period. The applicable NAICS code is 541611 with a size standard of $6,500,000. ANY INTERESTED FIRM should submit a capability statement which demonstrates the firm?s ability to perform the five major tasks identified above. Specific areas to be addressed in the capability statement include: 1) Experience in marketing support (i.e conducting market analyses and surveys) and creating marketing materials (examples include print and multi-media materials, brochures, etc.) announcements. Experience in partner recruitment. Examples in include experience maintaining partner lists and contract databases, compiling media reports. Experience providing training materials and logistical training support. Experience in creating and distributing communication tools such as newsletters. 2) Experience in organizing and conducting meetings. 3) Experience in database and model management. Experience in design, maintain and support of Web applications. Experience in the design, maintenance of document modeling tools. 4) Experience in the firm?s ability to analyze data and trends. Examples include impact analyses, cost/benefit analyses and forecasting, and emission factor analyses. 5) Experience with vehicle, component, fuel, and engine testing. 6) Experience in managing and administering a large, wide-ranged contract with the potential for multiple subcontractors. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS (i.e. large, small) and whether or not they are a certified hubzone, 8(a), women-owned, small disadvantaged and/or disabled veteran owned concern. The EPA reserves the right to set this action aside for small business.
