- NAICS Code: 541990 Title: "Demonstration of an Energy-Efficient Secondary Loop HFC-152A Mobile Air Conditioning System" Posting Date: January 25, 2007 Procurement Office: U.S. Environmental Protection Agency (EPA), Administrative Contract Service Center (3803R), 1200 Pennsylvania Ave., NW Washington, DC 20460 Response Date: February 9, 2007 THIS IS A SOLE SOURCE PROCUREMENT, NOT A RFQ The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnership Division (CPPD), intends to award a sole-source, fixed price purchase order under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Delphi Automotive Systems in Troy, Michigan. The purpose of this acquisition is to provide a demonstration of an energy-efficient secondary loop HFC-152a mobile air conditioning system. This demonstration project will accelerate the development and market introduction of the HFC-152a technology that satisfies both the U.S. EPA's Significant New Alternatives Policy (SNAP) requirements for safety and the new regulations in the European Union that will require air conditioning systems using refrigerants with a global warming potential (GWP) of less than 150. The contractor will be responsible for project plan development, system design, peer review and a baseline performance test of the system. In addition, the contractor will prepare a design manual that provides instructions on how to build an energy-efficient secondary-loop HFC-152a system. A determination not to compete this purchase order was made because Delphi Automotive Systems has completed comprehensive proprietary risk analysis, component testing and system design that is a necessary prerequisite to the current work. Delphi possesses the test facilities and industry partners that are needed to complete the work. This is not a request for quotation. No contract will awarded on the basis of offers received in response to this notice.
