The Naval Air Systems Command (NAVAIRSYSCOM) PMW/A-170 intends to award Delivery Order on a Sole-Source basis under BOA N00019-05-G-0008 to Raytheon Technical Services Corporation (RTSC) to provide services and products in the area of Combat Survivor Evader Locator (CSEL). This effort requires intricate knowledge of the CSEL AN/PRQ-7 Radio Set. CSEL needs support for the remaining Block 2 development phase and in support of Block 1 equipment be placed into service. RTSC is the only known source that has the prerequisite knowledge and expertise required to execute the following effort without significantly impacting scheduling and cost constraints of the program: (A) CSEL support will include engineering, logistics and technical support. Engineering support will include reviewing program documentation and plans, participate in technical meetings, provide comments, suggestions, recommendations and concerns in informal reports, review, analyze and provide written comments on technical manuals and training materials, respond to Fleet quality deficiency reports (QDRs), hazard reports (HAZREPs) and engineering investigations (EI?s), and perform EI?s of fleet concerns and provide written analyses and recommendations. Expected areas of investigation or support may include, but are not limited to: i. Terminal Area Communications (TAC) - Line of sight (LOS) data communications ii. Terminal Area Guidance (TAG) iii. Radio & Battery performance iv. Immersion seals v. Radio programming and test Logistics support will include logistics planning, logistics engineering, and logistics element management of the AN/PRQ-7 Radio Set in-production and fielded systems. Logisitics functions and/or tasks include Logistics Management and Planning, Review and provide comments to Technical Manuals, Support implementation of Maintenance Plan, Facilitate Provisioning Efforts, Review and provide comments to CSEL engineering documentation and data, Determine and complete all necessary ILS Integration tasks. In addition, there is a requirement of a liaison with fleet personnel and to respond to fleet inquiries pertaining to but not limited to Place in Service, SARSAT ID registration, Operation, Maintenance, Spares, Software/Key distribution. The Navy intends to award a Sole-Source, Cost Plus Fixed Fee Delivery Order for this requirement. The estimated period of performance is to start 1 March 2007 through 30 November 2007.
