Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation, quota tions are being requested and written solicitation will not be issued. This solicitation is issued under Request for Quote (RFQ) number W91ZRU-07-Q-0003. All proposals shall reference the RFQ number and shall be submitted by 12:00 P.M. local time on 16 F eb 2007. The anticipated award date is 26 Feb 2007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC is 2005-14 dated 22 Nov 06. This solicitation is issued under Full and Open Competition. The North American Industry Classification System code (NAICS) is 423120 with a size standard of 100. The Alaska Army National Guard is requesting proposals for Re: HMMWV Engine Pre-heater Requirement Specifications 17,000 BTU 24v Fuel Fired Coolant Heater System The fuel fired coolant heater shall meet the requirements of MIL STD 461E for EMI and MIL STD 810E for environmental shock and vibration. It shall be capable of operating in environments as designated by MIL STD 810E as a C2 Region at -50? F (-46? C). It shall also comply with the requirement of TACOM Commercial Item Description to A-A-59686 Type 2. Fuel System It shall operate with all heavy-weight fuels such as DF1, DF2, DFA, Jet A, JP4, JP5, JP8, and F34, with a fuel consumption rate of less than 0.18 US gallons per hour in high output. Electrical System The electrical system shall be a 24 volt system and shall require not more 1.75 amp-hours during operational mode and not more than 5.0 amp-hours during the start cycle. It shall be compliant to EMI Specification 461E with custom harness to facilitate a more effective installation process. Coolant System The heater shall deliver 17,000 BTU of heat and have a rated coolant flow of 230 US GPH. It shall be capable of bringing the engine to start condition in one hour or less. It shall also afford a balanced flow of warm coolant around the entire engine, i.e. both sides of a V8 equally. A Turbocharger HMMWV option shall also be available. Exhaust System The exhaust system shall be integrated and attached to the vehicle and shall afford protection of any exposed part of the exhaust. A guard is to be in place to protect the exhaust from damage as well as provide safety for any personnel that may come in con tact with the vehicle while the heater is operational. Diagnostic System The heater shall have available an on-line real-time diagnostic system that will monitor the heater itself or any vehicle systems with which it interfaces. This shall be displayed numerically when a fault occurs (whether the heater is controlled by timer d evice or by a switch and LED set) as per attached chart and be capable of interfacing with a standard external Diagnostic Device under P/N CA1 05 020. This announcement constitutes the only solicitation; no written solicitation will be issued. Award will be a firm fixed-price. Delivery will be made to the Alaska Army National Guard, BLDG 49-140, Camp Denali, Fort Richardson, Alaska 99505-2810, ATTN: CSM Kerry Averett (907) 428-6170. The Government intends to award a contract to the offeror whose proposal provides the best value to the Government. The Government will evaluate each proposal by integrating the evaluation price with past/present perform ance and technical. Technical will be rated at a slightly higher rate than past performance, and when combined are significantly more important than the price. The technical factors include: (1) Ability to meet the specifications- The vendor shall submit a written proposal addressing each of the minimum requirements outlined in the solicitation. The proposal shall be in sufficient detail as to allow a board to review and rate the proposal. If the vendor fails to submit a written proposal, it will be considered an indication that the vendor will provide all requirements as outlined in the solicitation. (2) Delivery. The vendor shall identify the number of days it will take to p rovide the requested items. Failure to do so will indicate an acceptance of a delivery date within 120 days of the contract award. Past/present performance includes (1) Offerors Business Practices, (2) Customer Relationship, (3) Ability to Provide the Requested Product, (4) Prior Experience, (5) Adherence to Schedule, and (6) Quality of Contractors Team. The vendor should provide the Government with the most current past performance references. A reference name, contract number, phone number, fax numbe r and or e-mail address should be submitted to allow the Government to obtain adequate past performance information. The Government intends to evaluate proposals and award a contract without discussions, therefore, offerers initial proposal should contain the offerors best terms from a cost or price and technical standpoint. The vendor should submit individual pricing for each Kit. Qualifying offers must meet the stated specifications and must be accompanied by the completed provision 52.212-3, Offeror Rep resentations and Certifications-Commercial Items, with the proposal package, or a completed registration on the ORCA website (http://orca.bpn.gov).
