Description

The Arkansas National Guard intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract for the design and construction (design-build) for a Composite Maintenance Facility located at the 188th Fighter Wing, Arkansas Air National Guard, 4850 Leigh Avenue, Fort Smith, AR 72903-6096. The project is for the design and construction of a facility of approximately 30,000 square feet. The facility will consist of three bays to accommodate the A-10 Aircraft. The three bays are : Fuel Systems Maintenance, Corrosion Control, and Weapons Load Training. The facility will also accommodate associated shop and administrative space. This is a performance based project. No drawings will be available. A site drawing will be available at the Pre-Proposal Conference. The estimated magnitude of this project is between $5,000,000 and $10,000,000. This procurement is being solicited using the two-phase design-build selection procedures authorized by FAR 36.3. The Phase One solicitation issue date is on or about 13 February 2007. Phase I proposal closing dates is on or about 13 March 2007. Phase I evaluation factors include but are not limited to specialized experience, past performance, technical capability, key project personnel, orga nization and technical approach. Price is not required for Phase I proposals. Following the review, evaluation, and rating of these proposals, the Government intends to select not more than three highest rated offerors to advance to Phase II. Phase II o fferors will be given the Statement of Work. A stipend of $10,000 will be paid to unsuccessful Phase II offerors meeting all submission requirements. Phase II evaluation factors include but are not limited to building function and aesthetics, proposed co ntract duration and preliminary schedule, quality of building systems and materials, sustainability requirements. Price will be evaluated separately. The design and construction shall comply with all requirements contained in the Performance Based Statem ent of Work associated with Phase II. Award will be unrestricted and is being made pursuant to the Small Business Competitiveness Demonstration Program. Notice of Price Evaluation Preference for HUBZone Small Business concerns in accordance with FAR 52.2 19.4 is applicable. The North American Industry Classification System (NAICS) Code is 236220 and the Size Standard for Small Businesses is $28.5 million annual receipts for the past three years. A Small Business subcontracting plan will be required of a large business offeror who is selected to propose in Plase II and must be submitted with the Phase II offer. There will be a pre-proposal conference on 21 February at 1:30 PM. The location of the pre-proposal conference is Air National Guard Training Sit e, Building 500, 4850 Leigh Avenue, Fort Smith, Arkansas. Interested contractors are encouraged to attend and shall follow conference registrations and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conferen ce. The solicitation package will be issued via the web only. All amendments, site visit minutes, and questions will be posted to the web.
