- REPLACE CABLE ON MEDIUM INTENSITY APPROACH LIGHTING SYSTEM WITH RUNWAY ALIGNMENT LIGHTS (MALSR) ON RUNWAY 18 AT HOUMA-TERREBONE AIRPORT IN HOUMA, LA. The Federal Aviation Administration (FAA) is seeking competent and qualified Small Business construction contractors interested in providing offers for this project. Work will consist of, but is not limited to: 1. Site clearing, including brush, trees, stumps, and other as necessary. 2. Excavation, trenching, and backfill as required to complete the project. 3. Replace and connect all wiring associated with cable replacement. 4. Clean up of 18 runway threshold and 7 steady burning light stations. 5. Installation and testing of five flashing light stations. 6. Restoration of utilities, site cleanup and restoration, and completion certificate. Work will be done on an active airport and the contractor shall comply with all procedures, rules and regulations of airport authorities including limitations on equipment heights, taxiway and runway barricade requirements, traffic control, allowable work hours, and other issues to ensure uninterrupted airport operations. All work shall be in accordance with the specifications and drawings. 1. Estimated contract duration is 45 days. 2. Projected contract award date is March 23, 2007. 3. This procurement is a total Small Business Set Aside. 4. The North American Industry Classification System (NAICS) is 237990 and the small business size standard is $31M. 5. The dollar range for this project is between $100,000 and $250,000. 6. A mandatory, pre-bid site visit will be conducted during the week of February 26, 2007. All interested contractors must attend this site visit in order to qualify for contract award. Further information will be provided in the solicitation package. 7. The contractor receiving award is expected to perform at least 15% of the work utilizing their own employees. THE SUCCESSFUL OFFEROR MUST MEET THE FOLLOWING GO/NO GO CRITERIA TO RECEIVE A SOLICITATION PACKAGE AND/OR AWARD: a. The contractor must have successfully completed similar projects, both in dollar amount and scope, on an operational airport. b. The contractor must have delivered a quality product in the timeframe established by the contract. c. Contractors must have an active registration in the Central Contractor Registry (CCR) before award can be made. Contractors can register at http://www.ccr.gov/. The solicitation package is expected to be available the third week of February, 2007. Contractors must submit their request for this package, including the required documentation listed below, no later than January 31, 2007. Contractors must provide their company name, physical mailing address, telephone/fax numbers, and must complete and submit the following: 1. Past performance information to include the facility where work was performed, contract number, date work was completed, facility POC and contact information. 2. Document Security Notice to Prospective Offerors (attached). 3. Business Declaration (attached). Failure to submit ALL required information and documents will cause the request to be deemed non-responsive.
