- The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Severe Storms Laboratory (NSSL) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with the University of Oklahoma for use of the SMART Radar Truck number 1. The SMART-R program is a collaborative research program involving the following four major weather research institutions: NSSL, Texas Tech University (TTU), University of Oklahoma (OU) and Texas A & M University (TAMU). Under this program, two mobile 5-cm radar vehicles titled to OU will be used to study convective and mesoscale atmospheric processes to help improve forecasts of significant weather events. The United States Geological Survey (USGS) and NOAA signed a Memorandum of Understanding for cooperative action regarding debris-flow forecasting and research, and outlined a program for operations and research. This joint-agency plan calls for a regional debris flow forecast/warning demonstration for most of Southern California and the establishment of an Intensive Research Area (IRA) in a recently burned mountain basin within the warning area to test new concepts in rainfall monitoring and refinement of rainfall thresholds for the issuance of debris flow warnings. Obtaining high-resolution quantitative precipitation estimations (QPE) and monitoring storm airflow and thermodynamics are key elements in testing these concepts. As part of the IRA, NSSL proposes to deploy a truck-mounted C-band Doppler weather radar to make very high resolution rainfall observations over the recent burn area. The rainfall data will be used to refine thresholds for issuance of debris flow warnings by the NWS over other burn areas. The base for the radar will be the Pyramid Lake Reservoir north of Los Angeles. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K). No solicitation is planned. This synopsis is issued for information only. Based on the memorandum of agreement, both of these SMART-R vehicles have limited availability to only these four institutions. Anticipated award date February 14, 2007.
