Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the only announcement of this requirement. A written solicitation is available at our website. See directions on obtaining the solicitation later in this announcement. This is issued as a Request for Quote (RFQ) SP4410-07-Q-1011. This RFQ is for satellite services, and in theater on call support in both Battle Creek, Michigan and Bagram, Afghanistan in Central Asia (CA). This procurement is unrestricted with the North American Industry Classification Systems (NAICS) Code of 517410. The Defense Reutilization and Marketing Service (DRMS), a Primary Level Field Activity (PLFA) of the Defense Logistics Agency (DLA) has Headquarters located in Battle Creek, Michigan. The DRMS requires high speed internet and Internet Protocol (IP) data services for connectivity to link Bagram, Afghanistan Defense Reutilization and Marketing Office (DRMO) to the Defense Reutilization and Marketing Services Automated Information System (DAISY) database located in Battle Creek, Michigan and Defense Logistics Agency (DLA) email services through satellite technology. The specific requirement is for a 2 MB internet connection for data communications. The monthly satellite service shall support an existing Tachyon Satellite System, Fixed CPE Configuration. The satellite service shall support the existing equipment which includes the following: (A) one (1) each Tachyon 120 cm dish system incl. G2 feed horn assembly; (B) one (1) each Secure Traffic Accelerator Remote (AF1200) Part Number 002-12601-0001; (C) one (1) each Cisco 2621 VPN Router and Firewall, and (D) G2 iDirect 3000. Specifically the existing Tachyon Satellite System - Fixed Central Processing Equipment (CPE) configuration consists of a 120cm dish antenna with G2 feed horn assembly, a Secure Traffic Accelerator Remote (AF1200), a Cisco 2621 VPN Router and Firewall, and a G2 iDirect 3000 located at the DRMO located in Bagram, Afghanistan. The DRMO Bagram, Afghanistan Tachyon system has a 2.048 Megabit download rate with an upload rate of 512 Kilobits. Service shall be set at 20,700 Megabits (2.7 Gig) of traffic per month. If this limit is exceeded then the Contractor shall notify the Government to request the limit to be raised. The antenna itself is secured in such a manner as that the typical sandstorm shall not reposition the dish rendering it unusable. The resulting contract will be a firm-fixed priced contract. It is anticipated the period of performance would include one each twelve (12) month base period, commencing on 1 March 2007, with one (1) each twelve month option period. All quotes from eligible offerors shall include a completed Federal Acquisition Regulation (FAR) 52.212-3, Offerors Representations and Certifications - Commercial Items and a completed Bid Schedule. FAR clause 52.204-7 Central Contractor Registration (CCR) applies to this RFQ. IMPORTANT NOTICE: Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. To be eligible to receive an award from a Department of Defense (DoD) activity, you must be registered in the CCR database. The issue date for this RFQ is 24 Jan 2007, and the closing date is 8:00 Eastern Time on 8 Feb 2007.
