- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quote, solicitation number SP3100-6342-3032. This solicitation is set aside for small business; the applicable NAICS code is 334119 with a small business size standard of 1,000 employees. The Defense Distribution Center located in New Cumberland, PA has a requirement for thirty-five (35) EA Bar Code Verifiers, Model HHP QC8001 ? BRAND NAME OR EQUAL - with a one (1) year warranty (Contract line item 0001). This is a BRAND NAME OR EQUAL acquisition; in accordance with FAR 52.211-16, the salient physical, functional, or performance characteristics that ?equal? products must meet are as follows: Functions: Bar code verification equipment and software to provide professional bar code verification equipment to meet commercial standards. Power: Rechargeable Nickel Hydride battery or similar longer term capability. Recharge device/power device required. Scanning device: Hand Held scanner. Wand is acceptable as an additional add in extra, but not the primary source of inputs. Verification: For all Industrial applications. Both simple Pass/Fail grading against commercial NIST standards; ANSI/CEN/ISO for dimensional and format quality, such as average bar code deviation, wide-to narrow ratio, encodation and decodability. In addition, when requested traditional and ANSI/CEN/ISO dimensional, reflectance and formats tests. The testing parameters can be simple of complex based on the depth requested by the tester. Interprets: Linear Code 93. 3of9 (LOGMARS), UCC/EAN ITF, UUC/EAN Code 128, HIBCC, SISAC, CTIA/ABCD, CCBBA Book land EAN, UPC Coupon Code, Code 11, UCC EAN 128, MSI, Code 16K, Code 49. 2 Dimensional barcode verification is not a requirement. Ease of use: Menu Driven. Unit is easily programmable to allow a user to build a test sequence. This allows non-IT related professions to provide simple (PASS/FAIL) bar code analysis. Provides a simple pass/fail LED and pass/fail beeping sound when the device decodes a bar code. LCD is available for in depth reporting. Interface: When necessary. Interfaces with a PC (when applicable software is present. LCD and LED Additional Features: ?X? dimension determination, special reflectometer mode, Single Scan to result, On screen grade as well as on screen averaging. Programmable. Offerors shall provide the unit price and the total amount, inclusive of shipping costs (FOB Destination). Equipment shall be shipped to the Defense Distribution Center Susquehanna (DDSP), 5450 Carlisle Pike, Bldg 203 Door 12 DDSP-UAS, Mechanicsburg, PA 17055-0789. Note: Desired delivery schedule is 15 days ARO and Required delivery schedule is 30 days ARO. If providing an ?or equal? product, offerors must submit technical information which demonstrates that the item offered meets the minimum salient characteristics as stated above (reference FAR 52.211-6). This notice incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-15. The following clauses are incorporated for purposes of this notice and will be included in the contract award document by either reference or full text: FAR 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS; FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS w/ALT I; FAR 52.212-4, CONTRACT TERMS AND CONDITIONS; FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS- COMMERCIAL ITEMS to include FAR 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-33, 52.232-36, 52.247-64; DFARS 252.212-7001, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS to include DFARS 252.225-7036, 252.232-7003, 252.247-7023 w/ALT III, 252.247-7024. In addition, FAR 52.211-6 BRAND NAME OR EQUAL (AUG 1999) applies to this requirement. These clauses may be viewed at http://farsite.hill.af.mil/. Additional required clauses other than those above may be included as Addenda on the award document. Evaluation for award shall be in accordance with FAR 13.106 (and FAR 52.211-6, for offers of ?equal? products). The Government intends to award a contract resulting from this notice to the responsible offeror whose offer is the lowest price which meets the product technical and delivery requirements. Offerors must submit a completed copy of FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS with the price offer or may complete the representations and certifications on the internet at http://orca.bpn.gov. Failure to include the certifications along with a price proposal will render an offeror ineligible for award.
