Description
SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT DESC: Under the authority of FAR 6.302-1, it is the Governments intent to award a sole source to AVF Consulting Inc., 1220-C E. Joppa Road, Baltimore, MD 21286-5820, for service and suppo rt of proprietary software in support of civilian collection activity in AFIPs Business Office. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone req uests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmat ive written response is received, the service will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government. Detailed capabilities mus t be submitted to the following email address no later than 4:00 P.M., Eastern Standard Time, 7 February 2007. EMAIL: elayne.seiler@amedd.army.mil Please see Justification for Other Than Full and Open Competition below Justification for Other Than Full and Open Competition 1.0 The Armed Forces Institute of Pathology is the requesting agency and United States Army Medical Research Acquisition Agency is the contracting activity for this justification. 2.0 This justification is for other than full and open competition as described in parts below. 3.0 Nature and Description of Action being approved. Approval is requested to award a 36-month contract to AVF/Navision for service and support of proprietary software in support of civilian collection activity in AFIPs Business Office. The period, quan tity and estimated annual cost to AFIP for software support services is as follows: First Period: 1 February 2007  31 January 2008 Second Period: 1 February 2008  31 January 2009 Third Period: 1 February 2009  31 January 2010 Quantity: Annual maintenance ($2,784.64), Annual Jet Reports License ($580), Annual Customer Care Plus Plan ($2,000) and Annual Consulting Services for an average of 2.33 hours per month at $165/hour ($4,620) Estimated Annual Cost: $9,984.64 Estimated Total Cost: $29,953.92 4.0 Identification of statutory authority permitting other than full and open competition. The statutory authority permitting acquisition of this requirement by other than full and open competition as implemented by FAR 6.302-1(a)(2), When supplies or ser vices required by the agency are available from only one responsible source . . . and no other type of supplies will satisfy agency requirements. The source in this case is AVF/Navision. 5.0 Proposed Contractors unique qualifications or the nature of the acquisition requires use of authority cited. AVF/Navision developed and owns this proprietary software, which is already functional at the AFIP. 6.0 Exceptions as noted in subpart 5.202 of the FAR. DOL will complete this section. 7.0 A determination by the contracting officer that the anticipated cost will to the Government will be fair and reasonable. 8.0 A description of market research and the results or a statement as to why market research was not conducted. Market research was conducted two years ago, at the time of the original software purchase. The AVF/Navision package was determined to be the best fit for AFIPs civilian collection software needs. 9.0 Supporting facts for other than full and open competition. A complete statement of work is attached to support this justification. 10.0 A listing of sources, if any, that expressed an interest in writing in the acquisition. N/A
