Description
1. This is a combine synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation, Number FA3002-07-R-0008, is issued as a Request for Proposal (RFP). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. 4. This is being pursued as an unrestricted procurement; however, small businesses that can satisfy the requirement are encouraged to propose. The associated NAICS code is 611420 with a small business size standard of $6.5M. 5. The Federal Acquisition Regulation (FAR) provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. 8. The FAR provision at 52.212-2, Evaluation ? Commercial Items, applies to this acquisition. Paragraph (a) of the provision includes the evaluation criteria: lowest price, technically acceptable (where technical acceptability relies on being a certified IBM instructor). 9. Offerors shall include a completed copy of FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, with their offer. 10. The FAR provision at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. 11. The FAR provision at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (DEVIATION), applies to this acquisition. 12. If offeror is ISO certified please provide a copy of certificate; otherwise Contractor shall submit a Quality Control Plan to the PCO, for acceptance, at least thirty days prior to commencement of work. The plan must illustrate proposed processes of inspection, and actions to be taken to correct deficiencies discovered during the inspection process. 13. Additional points of interest regarding this solicitation are: a. IMPORTANT: Students are not allowed the use of rental vehicles obtained under, or as a part of, this contract. b. Officers shall be quartered separately in single rooms. Two enlisted men usually share one room. Cooking facilities are desirable. Contractor should note the condition of the housing upon occupancy and again one day prior to student departure. c. If students train at more than one location, contractor shall provide airline tickets for travel to additional training locations within CONUS. NOTE: Student airfare for entry from and departure to their home country is NOT required as part of this acquisition. d. Contractor shall arrange for and provide transportation for student shopping trips at least once a week on a non-training day (preferably Saturday) to purchase supplies needed to maintain themselves in their hotel/motel or apartment for those students in training longer than two weeks. e. Contractor shall provide the following forms to Fred Salazar, Egyptian Training Program Manager via e-mail: fred.salazar@randolph.af.mil or via regular mail distribution at AFSAT/DOF, Attn: Egypt Training Program Manager, 315 J Street West, Randolph AFB TX 78150-4354: (1) One copy of the student?s Invitational Travel Orders (ITO) and a completed AETC Form 325, Student Accounting Report or contractor equivalent, within 2 working days of student entry. (2) Complete AETC Form 258, Student Evaluation of Training, or contractor equivalent (with students' signatures) and mail to TPM not later than 5 working days after completion of each class of training. (3) One (1) copy of the completed AF Form 1256, Certificate of Training or contractor equivalent, Certificate of Training, shall be provided to students upon course completion (original and one (1) copy). (4) A Course Evaluation Report shall be provided not later than five (5) working days after course completion. The Course Evaluation Report will be in contractor format and shall include all problems encountered during the conduct of the course, such as deficiencies in subject coverage, documentation, and equipment failures. (5) The contractor shall be responsible for all students training records, i.e. OJT task proficiency guides (TPGs) through completion of the last course under contract. The records shall be provided to the student(s) after completion of training. f. Contractor shall submit course charts/outlines, to the AFSAT TPM for disclosure release and approval not later than 14 days before training presentation. 14.
