- The Francis Marion & Sumter National Forests have a requirement for Cadastral Surveying and Mapping. The work areas are divided into two zones: Zone I: Francis Marion NF, Berkeley and Charleston Counties; Zone II: Sumter NF, Andrew Pickens Ranger District (Oconee County, Edgefield Ranger District (Abbeville, Edgefield, Greenwood, McCormick and Saluda Counties); Enoree Ranger District (Chester, Fairfield, Laurens, Newberry and Union Counties). This work may include but is not limited to retracement surveys, maintenance of previously posted lines, right-of-way surveys, proposed acquisition surveys, and topographic surveys involving the surveying of boundary line and marking the legal property boundary of the National Forest System lands. Tasks may include the maintenance of boundary line, survey of boundary lines, marking, painting, and posting of boundary line, corner search, corner monumentation and perpetuation, preparation of corner cards, presentation of recordable survey plats and the survey of tie lines to locate control corners. The Forest Service anticipates award of Indefinite Delivery, Indefinite Quantity contract(s) with a basic year along with two (2)one-year option periods to be exercised at the option of the Government. The maximum contract amount per contract year is $85,000 for each Zone. Individual Task Orders will be issued against the contract. The Government anticipates multiple awards for each Zone. Firms must state which Zone they desire to work in, they may state Zone I or Zone II or both Zones in a cover letter. Only firms with Registered Professional Surveyor(s)licensed in the state of South Carolina will be considered. A registered Professional Land Surveyor licensed in the state of South Carolina must be assigned to each Task Order issued under the contract. Firms qualified and interested in providing professional surveying services of the type listed above are hereby invited to submit a Standard Form 330, Architect-Engineer and related Services Questionaire. Firms responding to this announcement before the closing date will be considered for selection; subject to any limitation with respect to size and geographic location of firm, specialized technical expertise of other requirements listed. Following an initial evaluation of the qualification and performance data submitted, three or more firms for each Zone that are considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation. Selection of Firms for negotiation shall be made through and order of preference based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) professional qualifications for satisfactory performance of required service; (2)specialized experience and technical competence in this type of work; (3) capacity to accomplish the work in the required time; (4) past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) locations in the general geographical area of the project and knowledge of the locality of the project; (6) acceptability under other appropriate evaluation criteria. Geographic location requirements - consideration will be limited to firms having office facilities within 120 miles of the project location area; (7) adequacy of equipment, facilities, and personnel necessary for performance of the work including those needed to provide specialized services that may be required; (8) volume and nature of present workload as it relates to the ability to perform the work required; (9) experience and qualifications of proposed key personnel including specialized technical skills, project coordination and management skills and experience in working together as a team.
