Description
This acquisition is for commercial items or services. The Contractor shall provide all labor, materials, supplies, transportation, fuel, and equipment as necessary per the performance work statement at Milford Lake Project for Refuse Collection and Disposal services. The Contractor shall perform tasks listed in the performance work statement which is included in the solicitation. The contractor will provide all services necessary to pick up and dispose of refuse from the dumpsters, transported to, and disposed of by the Contractor at a State licensed Landfill off government property. Commercial practices shall be used in accordance with the attached requirements. This proposal will provide a base contract with 2 years of options which will subsequently be awarded yearly based upon the contractors performance from the previous year. Prices submitted will be used for the duration of the contract. All refuse dumpst ers shall be provided by the contractor, and the quantity and size vary from location to location. This solicitation contains a base period plus two (2) option periods if exercised. The base contract period of performance runs from, on or about 01 April 2007 to 30 September 2007. The period of performance for Option period 1 runs from 01 October 2007 t o 30 September 2008. The period of performance for Option period 2 runs from 01 October 2008 to 30 September 2009. The government will award a contract from this request for proposals to the responsive and responsible offeror whose offer conforming to th e solicitation offers the lowest price to the government, price and non-price related factors considered. Factor 1  Past Performance  will be evaluated for the quality of services, timeliness of performance, and customer satisfaction on other contracts performed. Factor 2 - Experience  Past experience with the Corps of Engineers and in areas related to the work required in this solicitation. Factor 3 - Price. All factors are equal in importance. All responsible sources may submit an offer, which will be considered by this agency. The Solicitation package shall be available on or about 24 January 2007. The solicitation will be posted on the Kansas City District website at http://www.fedteds.gov. One must register on the Kansas City District web site in order to receive any quotations. OFFEROR REPRESENTATIONS AND CERTIFICATIONS: (ORCA) Prior to quoting, vendors must complete online the Representations and Certifications. To do so requires CCR Registration, including an MPIN number. Instructions may be obtained, and required information m ay be entered, at http://orca.bpn.gov. REQUIRED CCR REGISTRATION: Prior to sbmitting a proposal, vendors must be actively registered in the Central Contract Registration (CCR) system, including creation of an MPIN number. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov. By submission of a proposal, an offeror acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solici tation. Refer to CCR clause (either 252.204-7004 or 52.204-7) Also, Federal Acquisition Regulation (FAR) requires offerors to provide representations and certifications electronically via the BPN website at https:/www.bpn.gov/ocra/vendor as a prerequisite to receiving solicitation, to update the representations and c ertifications as necessary, but a least annually, to keep them current, accurate and complete, and to make changes that affect only one solicitation by completing the appropriate sections of either paragraph (j) of FAR provision 52.212-3 or FAR provision 5 2.204-8, whichever is included in the solicitation.
