Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center , Division Newport, RI., (NUWCDIVNPT) has been tasked to lead the installation of submarine cables from sea-to-shore in San Clemente Island, CA to refurbish the capabilities of an existing undersea cabled system, Southern California Anti-Submarine Warfare Range (SOAR). NUWCDIVNPT has also been tasked to do the same in Kauai, HI for the Barking Sands Underwater Range Expansion (BSURE) range at the Pacific Missile Range Facility (PMRF). The cable route planning efforts to be conducted are highly dependent upon subsurface conditions. Existing bathymetric data sets do not offer the required resolution or are missing data in areas crucial to the cable route planning efforts. The determination of the water depth on the range will allow for the safe and accurate deployment of the submarine cables. The determination of the water depth within and near the SOAR boundary and the BSURE boundary will require the collection of Multibeam hydrographic data. The contractor shall conduct a Multibeam hydrographic survey in the deep waters located within and adjacent to the SOAR boundary. As an option, the contractor shall conduct a Multibeam hydrographic survey in deep water located within and adjacent to the BSURE boundary. The specific locations of the survey will be provided in the Request for Proposal. A Cost Plus Fixed Fee Completion type contract is anticipated. Award will be based on Best Value with Technical Capability and Past Performance being the evaluation factors. Our department no longer issues solicitations or amendments in paper form.
