- Description
- Scope of Work concists of but is not limited to the Upgrade of the "Energy Management System". Work shall consist of replacing all of the building fan-coil units, operating controls and valves. The existing cabinets, enclosures and grilles are to be re-used. Provide and install a new DDC open system BAC-net/Lontalk Protocol EMS/Temperature Control System. Included in the work but not necessarily being limited to is: Cutting, patching, conduit, wiring, valves, insulation, system testing and spare parts. The work shall be done in 4 phases all of which shall be completed within the calendar days noted. (1). Phase I: Drain system glycol, remove existing fan-coil units, and replace with new fan-coil units, controls, valves, etc. and re-fill the system with glycol. (2). Phase II: Installation of new TCC/EMS system devices and wiring. (3). Phase III: Final acceptance testing and operation of system. (4) Phase IV: Removal of all existing control equipment pneumatic tubing, air compressor, conduit and wiring abandoned by the project. Before commencing work, submit a schedule showing the sequence, commencement and completion dates, for all phases of the work. The contract completion time is 180 days from receipt of the notice to proceed. This procurement is open to all business concerns in accordance with the Small Business Competitiveness Demonstration Program. The North American Industrial Classification Code (NAICS) is 238210 with a size standard of $13 million. The estimated cost range is between $250,000.00 and $500,000.00. This is a negotiated procurement; there will not be a public bid opening. The solicitation will be available on or about February 1, 2007. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Technical Data Solution (FedTeDS). FedTeDS is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. In order to obtain information from FedTeDS, you will first be required to register with CCR (Central Contractor's Registration) database. You may access CCR at the following URL, www.bpn.gov . Once you register with CCR you will be required to register with FedTeDS. No federal materials can be downloaded until you have registered under both sites. You may access FedTeDS via the following URL, www.FedTeDS.gov . Also, beginning January 1, 2005, as required by the Federal Acquisition Regulations (FAR)all vendors will be required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov . Potential offerors should refer to the solicitation package regarding insructions involving the use of ORCA. Potentional offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any, to the solicitation.
