Description
The National Ground Intelligence Center (NGIC) seeks sources that can provide Counter IED Targeting Program Weapons Intelligence Team (WIT) Training. Place of Performance: Aberdeen Proving Grounds (APG), Maryland. The Period of Performance: 01 Jun 07 - 31 May 08. Task: To provide a health and safety brief, an administration brief, a round the room brief on personalities (students and instructors) as well as a talk through of the course program. To include: an overview of what a weapons intelligence un it does how it is organised and what its aims are. The detail of the Weapons Intelligence Process will also be taught. To include: Make-up of an IED and Current Device Types. These periods (3) will cover the make up of an Improvised Explosive Device and i llustrate the main device types of time, command and victim operated. To include: The Global Terrorist Threat. These periods (2) will consist of a tailored version of the International terrorist threats briefing. This gives an overview of all recent terro rist incidents worldwide and shows various trends relating to tactics and equipment use. To include: Terrorist Use of Electronics Part 1. These periods (4) will provide an introduction to electronic theory. Ohms Law, Resistance, Capacitance and the funct ion of various basic electronic components will also be covered. To include: Suicide Bombing. These periods (2) will cover the history, development and current threat from suicide bombers. To include: Terrorist Use of Electronics Part 2. These periods (2) will continue the teaching of electronic theory and component design. Device such as relays, diodes, silicone controlled rectifiers and integrated circuits will be covered in detail. To include: Explosives and Effects. These periods (4) will include a bas ic lesson on explosives, how they work and how terrorists can go about producing their own explosives in theatres where commercial explosives are scarce. The use of the Munroe effect and the Misznay-Schardin effect to engineer explosive charges for spec ific effect will also be taught. To include: Explosive Effects Demonstration. These periods (4) will include demonstrations of the effects of both low and high explosives. A progression from unconfined low explosives, through confined low explosive to hig h explosive charges will be seen. Various metal targets will be attacked used engineered explosive charges to demonstrate the effects of the hollow charge configurations and the use of shrapnel. To include: Terrorist Use of Electronics Part 3. These period s (4) will continue the theme of previous lessons on electronics and include discussion of Intruder Alarm System (IAS) sensor types. To include: Radio Controlled IEDs. These periods (5) will include an overview of the global threat from RC IEDs with a spec ific study of the use of such devices in Iraq. The lesson will include discussion of the component parts of an RCIED and the available technologies including DTMF used to ensure user safety for the terrorist. To include: Vehicle Borne IEDs (Including Prac tical). These periods (4) will include an overview of the global threat from VBIEDs. Generic design characteristics will be covered as well as the specifics of devices seen in certain countries. The proliferation of the VBIED as a weapon of choice for in surgents in Iraq will also be covered. There will be a practical session during which students will be walked around a number of vehicles fitted with simulated IEDs. To include: Conventional Weapons. These periods (2) will include an introduction to the design of weapons aimed mainly at anti tank types. Rocket Propelled Grenades (RPG) and Anti-Tank Guided Weapons (ATGW) designs will be covered. Hollow charge effects and their capacity for armour penetration will also be taught. To include: Stand-Off We apons - Iraq. This period (1) will cover the use of stand off weapons by terrorist groups operating in Iraq. Conventional use of weapons as well as improvisati on, modification and explosives recovery will also be covered. The use of MANPADS and the specific threat from these types of weapons will also be covered. To include: Photography Introduction. This period will consist of an introduction to the use of pho tography during scene investigation.To include: Scene Photography. These periods (8) will include an introduction to the Nikon D70S camera system as well as training on the types of photography required at each incident. Close up photography of components to support technical reports will also be covered. There will be a requirement to photograph whole incidents and record all possible information as well as a need to photograph small electronic or explosive components and parts of Improvised Explosive De vices in a variety of scenarios. To include: Scene Investigation and Questioning Technique. These periods (4) will cover the actions of a WI team before, during and after an incident. Actions at the scene will include recording of information including wri tten, photographic and video. The aims of an investigation will be covered in some detail. Good question techniques to support investigation will also be covered. This lesson will include a practical walk through of a typical incident. To include: EOD Pr ocedures. These periods (1) will cover the duties of an EOD team, their aims, their methods of operation and their equipment. It will be delivered by a military EOD operator with operational experience. The interaction between the EOD team and the WI team will be also covered. To include: Forensic Procedures. These periods (2) will deal with some of the forensic procedures that can be used during an IED incident including the scene of a weapons and equipment find. To include: Bomb Scene Case Study. This pe riod will consist of a video based presentation on a significant IED incident which will serve as a primer for the Post Blast Scene Procedures lesson. Teams will be required to make assessments of the incident and provide recommendations. To include: Post Blast Scene Procedures / Team Equipment. These periods (8) will consist of a briefing on post bomb scene management procedures followed by the clearance of a scene (or scenes depending on the size of the course) following a real explosion. This training will be mentored and include the gathering of evidence with the aim of rebuilding the device. A second exact copy of the device will be used as a benchmark on completion of the task. Equipment required and the health and safety aspects of clearing post bomb scenes will be taught during the session. On completion of the task each team will be required to brief on their findings and the assessed device make up. On completion of the range periods teams will be given an introduction to further items of WIT equipment. Specifications, use, maintenance and operating limitations of the equipment will be covered in detail. To include: Use of IT / WIT Reporting Templates These periods (8) will consist of IT training to support the report writing process. IT security, log in protocols and use of standard templates will be covered. Teams will also attend a simulated incident and question witnesses. Following this they will compile a WIT report with an associated photographic supplement using standard IT templates. To include: Weapons Intelligence Reporting Students practice the skills of report writing using the information gained during the Post Blast Scene raining to produce an incident report. His activity is carried out in teams. There will also be a number of lessons on the use of Microsoft PowerPoint and the construction of report photographic supplements. To include: Weapons Intelligence Reporting Teams will be briefed on a number of incidents and then guided through the process of writing a report and building a matching photographic supplement. Ac tual examples of incidents from Iraq will be covered using video taken by insurgents. To include: Low Light Photog raphy These periods will include a lesson on the use of the Nikon SB600 Speedlight flashgun and some practical exercises. Students will finish early but will return once it gets dark to practice their skills at a simulated scene. To include: Tactical Desi gn. The students will be divided into a number of small groups and visit a number of incident stands. These stands will include a walk through of a typical device scenario given from the terrorist point of view. Command, Time, Victim Operated and Projecte d devices will be covered. To include: Bomb Factory Procedures. These periods (2) will deal with the specific procedures and techniques required when investigating the scenes of bomb factories. Team safety, forensic handling procedures and any specific photographic requirements will be covered. It will also consist o f a walk through of a bomb factory to highlight the content of the previous lesson in a realistic scenario. To include: Revision Period. These periods (2) will include directed revision of subjects already taught. There will be question and answer sessions on all aspects of the instruction so far. Further lessons and revision will be tailored by the results of this revision period. A component spotter test will be used to trigger further revision points. To include: Theory Test. The written theory test (3 periods) will confirm the whole course content. It will consist of 30 questions. The pass mark will be 75%. To include: Research Methods. This period (1) will deal with the reference documents and other media available to WI teams to enable research. If possible an Internet link will be established and use will be made of selected websites to show their utility for research tasks. The use of advanced search engines and search strings will also be covered. To include: Demonstration Task. Teams will watch a complete simulated WIT task from tasking message to completion at the scene. This will include a narration given by a member of the training staff. The simulated task will be as realistic as possible and include a simulated IED. To include: Exercise Tr aining Tasks Briefing. This period will consist of a briefing prior to teams being deployed on a training task exercise. A brief scenario will be coupled with details of team administration and the aims of the exercise. To include: Exercise Slow Start (Tra ining Tasks). These periods (at least 9) will involve teams in all aspects of weapons intelligence investigation in a training environment. The teams will be mentored by an instructor who will take them through the process of investigation, recording and reporting of an incident. To include: Exercise Sand Box. The exercise will include; investigation of direct attacks on CF, the reporting of finds of explosives, photographing components under a variety of light conditions and the compilation of WI reports. As the exercise progresses then the time constraints will be tightened and the tempo of operations will increase. Some tasks will include research on given subjects to fill time between incident tasking. Teams will also be required to deliver detailed te chnical briefings on the incidents they have attended. To include: Equipment Checks. All equipment used during Exercise Sand Box will be subjected to a 100% check for serviceability. To include: Exercise Team Debrief. Teams will be debriefed on their activ ities during the training tasks exercise. This will include analysis of photographs and reports as produced by the teams during their investigations. To include: Course Evaluation. A review of the course covering the main components of: Administration, Cou rse Content, Instruction Delivery, Any other business. To include: Course Graduation. To include: The contractor will deliver a detailed after action review to NGIC. Travel: Travel to APG, MD will be required. LICENSING: N/A. SECURITY REQUIREMENTS: Tasks performed unde r this contract do not require security clearances. All work will be performed a t the unclassified level. No telephone inquires will be accepted.
