The following is exactly as originally posted.*** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA7000-07-T-0026, in accordance with FAR Parts 12 and 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09, 19 Apr 06. The North American Industrial Classification System (NAICS) number is 314912 and the small business size standard is 500 employees. This is 100% small business set-aside. The U.S. Air Force Academy, Colorado Springs, Colorado has a requirement for purchase of one high quality custom made awning for attachment to a residential building. Awning will re-cover existing, patio style, customized frame. General frame measurements are depicted in attachment. Awning is fixed, constructed with with brand name Sunbrella or equal fabric. Fabric is 100% solution dyed woven acrylic canvas, 9.25 oz weight, with a flourocarbon finish. It provides UV protection and is water repellant/mildew resistant. Overlap seams are heat welded and not sewn. Other seams are sewn using brand name or equal Tenara thread. Heavy duty 2 inch Velcro is used to secure cover to frame. Color is terra cota, Sunbrella design code 4622. Awning includes a 10 inch low wave style valance. Warranty covers fabric for 5 years against loss of color or strength from normal exposure conditions including sunlight, mildew, rot and atmospheric chemicals. Installation is not required. The following Federal Acquisition Regulations (FAR) clauses apply to this combined synopsis/solicitation and offerors must comply with all instructions contained therein: FAR 52.212-1, Instructions to Offerors-Commercial Items. Addenda applies: Contractor shall provide solicitation number, name, address and telephone number of the offeror, unit pricing for 1 line item (Awning) and a total price, cage code, DUNS number and size of business. The provisions at FAR 52.212-2, Evaluation - Commercial Items apply to this acquisition. The Government will award a contract resulting from this solicitation to the responsive offeror with the lowest evaluated price that can meet technical specifications. The clause 52.212-4, Contract Terms and Conditions - Commercial Items with the following addenda applies to this solicitation: Required Central Contractor Registration Alternate A (Nov 2003). The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. Additional FAR clauses cited in the clause applicable to this acquisition are: (b) (2) 5, 14, 15, 16, 17, 18, 19, 20, 21, 23, 26, 27, and 31. DFARS 252.212-7001, Contract terms and Conditions required to implement status of Executive Orders applicable to Defense Acquisitions of Commercial Items (JUL 2002) applies to this acquisition. DFAR clause cited in the clause applicable to this acquisition is (a) 52.203-3, Gratuities. Additional DFARS clause cited in the clause applicable to this acquisition is 252.232-7003, Electronic Submission of Payment Requests (Jan 2004). Quotes must be received NLT 4:00 PM Mountain Standard Time, 25 January 2007 at 10th ABW/LGCA, Operational Contracting Office, 8110 Industrial Drive, Suite 200, USAF Academy, CO 80840-2315. Offers received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes submitted with equal product to Sunbrella fabric must include technical specifications, and as necessary, explanation to validate that product is equal to the brand name. Product submitted as equal that can not be determined to meet all technical specifications will not be considered. To insure proper fit, offeror selected for award must accomplish a field visit to the US Air Force Academy for precise measurements prior to manufacture.
