- The Cooperative Threat Reduction (CTR) Directorate, Defense Threat Reduction Agency (DTRA) is seeking interested sources capable of providing threat reduction services in the Former Soviet Union and other eligible states. The purpose of this synopsis is to conduct market research to ascertain whether there are interested sources capable of satisfying CTR requirements in the area of Biological Threat Reduction (BTR). This synopsis is issued solely for information and planning purposes. At this time, no decision has been made to initiate an acquisition. The CTR Directorate, BTR Division provides assistance to foreign countries (Recipient States) to reduce the risk of proliferation of biological weapons related technology, expertise, and pathogens. Requirements generally fall into the following areas: 1. Enhance the ability of Recipient State institutions to meet U.S. biological safety standards through material and non-material solutions. 2. Enhance security at Recipient State facilities holding pathogens on the list of Health and Human Services and U.S. Department of Agriculture Select Agents and Toxins (reference 7 CFR Part 331, 9 CFR Part 121, and 42 CFR Part 72) to meet U.S. Department of Defense (DOD) biological security standards through material and non-material solutions. 3. Manage joint U.S.-Recipient State collaborative research projects supporting the Biological Threat Reduction Program (BTRP. 4. Modernize and enhance existing human and veterinary disease surveillance systems, epidemiological capability, diagnostics, and reporting to meet U.S. DOD requirements and support internationally accepted requirements. 5. Eliminate pathogen stocks and biological weapons associated infrastructure. The anticipated activity is estimated at $1.5-3.0B over a fifteen year period. DTRA is considering award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts to cover all the BTRP taskings within the draft Statement of Objective (SOO) (see Attachment 1) or award of several sets of IDIQ contracts in support of subsets of BTRP work as may best support the efforts which will require overall program integration. DTRA desires your input and suggestions and accompanying rationale for your suggestions as part of the market research being conducted. We are especially interested in creative and innovative approaches which will minimize cost build-up of unnecessary layers of oversight within your integration efforts. We will consider the results of the market research as we are conducting our internal analysis of possible acquisition strategies. Interested contractors should submit capability statements identifying their ability to satisfy the full range of SOO requirements; specifically identify your approach to addressing the SOO Management Objectives. Please address whether it is possible for your company to assemble a proposal team that can meet all the requirements of the SOO and, if so, please submit a list of members of your proposed teaming arrangements. Please limit the capability statements to three pages. Responses to this synopsis should be submitted to the government not later than 16 February 2007. DTRA welcomes comments and concerns regarding this proposed acquisition. Capability statements and all recommendations, comments, and questions must be submitted via email to BTRIC_INFO@dtra.mil. This announcement is issued for information and planning purposes only and does not constitute a Request for Proposal (RFP). There is no solicitation available at this time. This synopsis is published for information purposes only and in no way obligates the Government to award any contract. The Government will not pay for information received as a result of this announcement. After receipt of capability statements DTRA will host an Industry Day for the purpose of further refining our market research.
