Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO) intends to negotiate on behalf of the Bureau of Economic Analysis (BEA) to award a sole source purchase order to R.L. Polk & Co. (Southfield, MI). The purpose of this acquisition is to acquire U.S. automotive statistical data. (Please see the attached Justification for regulatory compliance and details of mandatory data requirements.) This action is being processed under the authority of the Clinger-Cohen Act of 1996, Section 4202 (Public Law 104-106) and 41 U.S.C. 253(c)(1). Posting of this Special Notice is in accordance with Sub-Part 5.2 of the Federal Acquisition Regulation and Office of Federal Procurement Policy, Memorandum dated April 14, 2006. The intended award will follow policies and procedures set forth in FAR Part 12 Acquisition of Commercial Items, and Sub-Part 13.5 Test Program for Certain Commercial Items. This is not a request for competitive proposals. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Any information received in response to this notice will be considered for the purpose of determining whether to conduct a competitive procurement. Interested parties who believe they can meet the Agency?s requirement are requested to submit in writing an affirmative response demonstrating their technical capabilities. To be considered an affirmative response, the response must include detailed technical information and other technical literature demonstrating the ability to meet the above requirements. Interest parties must address each of the mandatory data requirements listed in the Justification in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above.
