- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation RFQ4460-0090 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-15. No telephone requests will be accepted. Only written requests received directly from the requester are acceptable. If requesting by FAX, you may send your request to 301-619-3613, ATTN: Kimberly Hannan. The North American Industry Classification System (NAICS) number is 336214 and the business size standard is 500. REQUESTERS MUST STATE THEIR BUSINESS SIZE ON EACH REQUEST. The proposed contract listed here is Unrestriced. The 314 Medical Group Little Rock AFB has a request to purchase a customized 16' Long and approximately 8ft wide, not including the tongue, cargo/field office trailer with storage and administrative areas. This trailer will be used to respond to Weapons of Mass Distruction, Natural Disaster, HazMat and CBRNE incidents. This trailer will act as a mobile command and will house all of the response gear in one transportable trailer easily accessible to respond to these incidents. This should be fully equipped with an administrative area, access for all electronic references and computer based programs, power and space to laptop access and assessments. with the following technical specifications required: 1) 8' Awning, to shield workers and equipment from thermal stresses. 1ea 2) 13,500 BTU Roof Mounted Air conditioner with 5600 BTU heat strip, used to protect sensitive equipment and personnel from thermal stresses, also to get people who have left the scene a place to cool down and get hydrated, and warmth during winter responses. 1ea 3) ¼" Lauan Ceiling Liner and Insulation, used to protect stored items and equipment from thermal stresses. 1 ea 4) R5 Fiberglass Sidewall Insulation, used to protect stored items and equipment from thermal stesses. 1ea 5) 5 duplex's 120 Volt Receptacle - 15 AMP, used to power computers and equipment. 5ea 6) 2- 4' Double Fluorescent Fixture with Diffuser, used to provide lighting inside the trailer for visibility. 2 ea 7) Exterior Single Weatherproof Flood Lights, used to provide lighting outside the trailer for visibility. 1ea 8) 32" Radius Entry Door with Screen, Flush Lock and Dead Bolt, used for entry and exit and to secure equipment when not in use. 1ea 9) 5000- Watt Generator with Box, used to power trailer and trailer equipment. 1ea 10) Auto Transfer Switch, used to switch to from generator power to external receptacle power with the next item. 1ea 11) 50 Amp 120/240 Volt Service Panel with 25' Shoreline, used to connect trailer to external power. 1ea 12) 8 - 3 Way Wall Switches, controls all lights from vasious places in the trailer. 8ea 13) Partitions Wall with Door and Locking Door Knob, used to separate the cargo area from the bio research area/PPE donning area. 1ea 14) 27" x 48" Desk with Two Drawer File Cabinet, used to store emergency information and materials as well as providing work/research area. 1ea 15) 73"Hx36"Wx24"D Steel Shelving with 4 Adjustable Shelves and 3" Bin Fronts and End Panels (250lb Capacity per shelf), used to store equipment essentials for emergency response. 1 ea 16) 8' Aluminum Diamond Tread Place Over Standard Plywood Floor (in cargo area), used to to provide a deconable surface inside the trailer as well as providing a sturdier floor. 1ea 17) Rear Ramp Door with Spring Assist and rear Corner Post Jacks, used for ease of import and export of heavy mission essential equipment and to load ATV's. 1ea 18) 2 - 30"x26" Radius Tinted Glass and Horizontal Slide Window, used to protect light sensitive equipment from harmful sun rays as well as protection from outside observation. 2 ea 19) L.E.D Safety Package, provides light in the trailer. 1ea 20) 15 Amp Duplex GFI 120 Volt Wall Receptacles, used to power equipment. 1ea 21) Electric Refrigerator/Freezer, used to store sample, sample materials and cooling vests tat need to be stored at cool temperature. 1ea 22) Wet Bath Shower/Toilet Combo Including Exterior Shower, used as an emergency eye wash and decontamination station. 1ea 23) 16' Storage Bag MFR: Wells Cargo - 1 EA - UNIT PRICE _________________, TOTAL PRICE___________________. Interested offerors must submit specification sheets, manufacturer, and part numbers. FOB destination delivery date of 31 March 2007 to 1090 Arnold Drive Bldg. 1090 Little Rock AFB, AR 72099. Offerors must comply with all instructions contained in provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following additional provisions and clauses apply: 52.212-2, Evaluation-Commercial Item, the Government will award a contract resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Technically acceptable will be evaluated based on the function and operation of the item. To be technically acceptable the item shall meet the Government's specifications listed above. Offerors shall submit descriptive literature, technical features, and warranty provisions. Price will be evaluated to determine its fairness, completeness, and reasonableness as it relates to the items offered. 52.212-3, Offeror Representations and Certifications-Commercial Items, a completed copy of this provision shall be submitted with the offer unless ORCA registered which must be noted in quotation. 52.212-4, Contract Terms and Conditions-Commercial Items. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses: 14,16,17,19, 23, 24, and 32.
