- The Federal Bureau of Prisons (BOP), National Acquisitions Section in Washington, District of Columbia, intends to make a single award of a indefinite-delivery requirements type contract with firm-fixed unit pricing to a responsible business entity for the provision of Laboratory Drug Testing Services for inmates in the custody of the BOP. There are more than 190,000 inmates in more than 100 prisons (institutions) geographically dispersed throughout the contiguous United States, Hawaii, and Puerto Rico. The BOP intends to procure these services from an established Laboratory Drug Testing Provider with a Substance Abuse and Mental Heath Services Administration (SAMHSA) certification. Contractor services will include, but are not limited to, the following: *Confirmation testing for on-site test cups with positive results at the institution; *Confirmation of presence of more than one drug on a case-by-case basis; *Use Health and Human Services/Substance Abuse and Mental Health Services Administration certified testing technology and procedures and confirm by gas chromatography/mass spectrometry confirmation methods; *Confirmation will be accomplished at the minimum cut-off levels or lower provided in the solicitation; *Special screening or follow-up confirmation tests on a case-by-case basis; *Individual reports with lab results will be provided to the originating BOP facility within 24 hours after completing the laboratory test; *Retention of urine specimens in accordance with the solicitation; *Mailing/shipping services, as requested, to mail/ship a previously tested and retained specimen to a location designated by the BOP Contracting Officer's Technical Representative; *Provide expert testimony upon request; The contract period of performance shall consist of a 12-month Base Period and four 12-month option periods. For the Base Period, the BOP estimates approximately 4,000 confirmation tests; 1,000 special screening tests; 100 steroid tests; 33 confirmation tests after special and steroid testing are completed; 20 hours of expert testimony; and 20 specimens to ship at the request of the BOP to an alternate location. For the First Option Period, the BOP estimates approximately 4,500 confirmation tests; 1,250 special screening tests; 120 steroid tests; 41 confirmation tests after special and steroid testing are completed; 20 hours of expert testimony; and 20 specimens to ship at the request of the BOP to an alternate location. For the Second Option Period, the BOP estimates approximately 5,000 confirmation tests; 1,500 special screening tests; 140 steroid tests; 49 confirmation tests after special and steroid testing are completed; 20 hours of expert testimony; and 20 specimens to ship at the request of the BOP to an alternate location. For the Third Option Period, the BOP estimates approximately 5,500 confirmation tests; 1,750 special screening tests; 160 steroid tests; 57 confirmation tests after special and steroid testing are completed; 20 hours of expert testimony; and 20 specimens to ship at the request of the BOP to an alternate location. For the Fourth Option Period, the BOP estimates approximately 6,000 confirmation tests; 2,000 special screening tests; 180 steroid tests; 65 confirmation tests after special and steroid testing are completed; 20 hours of expert testimony; and 20 specimens to ship at the request of the BOP to an alternate location. More detailed information will be provided at the time of solicitation. The BOP anticipates posting the solicitation on or about January 22, 2007 and will be distributed through the General Services Administration's Federal Business Opportunities (FBO) website at http://www.fedbizopps.gov/. Hard copies of the solicitation will not be provided by the Government. The FBO site provides downloading instructions. All future information regarding this acquisition, including solicitation amendments, will also be distributed solely through the FBO site to ensure that they have the most up-to-date information about this acquisition. The anticipated date for receipt of proposals is on/or about February 9, 2007. Faith-based and community-based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All responsible sources may submit a proposal which will be considered.
