- The Agency of Substance Abuse and Mental Health Services Administration (SAMHSA), through the Program Support Center, Division of Acquisitions Managements, is seeking sources from all small businesses, (8A?s, small disadvantage, women owned, small disadvantage veterans owned, and hub-zone.) All interested small businesses should apply. The anticipated date of award is January 29, 2007. The purpose of this contract is to hire a contractor to complete work on a component of the Mental Health Global Assessment Program (mhGAP). The contractor shall be responsible for collaborating with Viet Nam and three countries in Central America in designing mental health service projects, establishing outcome measures and monitoring their goal attainment. This assignment will be for six months. The contractor shall be responsible for but not limited to the following tasks: The contractor shall serve as Senior Advisor to the Department of Mental Health within the WHO. The contractor's advice shall be primarily to member governments and it will be of a professional/technical nature. It will be conducted at their request and through normal WHO channels. Monitoring Requirements: The contractor shall the provide NIMH and SAMHSA project officers with monthly reports on progress. Deliverables: Produce two reports, a report for Viet Nam, and a regional report for three Central American countries, that: 1. Describe at least one weakness identified through the WHO AIMS assessment per country and explain the need for the specific activity to be undertaken to address that weakness. 2. Develop detailed action plans to address these weaknesses, including responsible parties, outcome goals and methods employed for measuring attainment. 3. Describe the activities undertaken, successes and problems in reaching the goals, and a description of the next steps. The reports should be in narrative form and include the process used in developing a means to address the needs identified in AIMS assessments. Such means could be the basis for WHO?s future efforts to help countries improve their mental health systems. All inquiries should be submitted to Nora V.
