- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Simplified Acquisition Procedures FAR Part 13, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number 7TF-07-0005 Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. This is a full and open procurement under NAICS Codes 339999, 314999, 344119, 541870, 422330, 422320, 421990, 541890, 323113, and 541890. NOTE: Section 508 does not apply to this requirement. Additional Contract Terms and Conditions applicable to this procurement is GSAM 552.232-78 and can be found at http://acquisition.gov/gsam/gsam.html Type of Contract: Firm fixed price, definite quantity, definite delivery contract will be awarded. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, representing the best value to the Government price and other factors considered. Award may be made on a line item basis. Offeror?s who submit a quotation on an all or none basis may not be considered. The following factors shall be used to evaluate offers: Evaluation will be based on (1) Past Performance (see below), (2) Delivery Terms - ability to meet required delivery schedule, (3) Technical capability of contractor to meet the Government requirements, and (2) Price. Factors are listed in their relative order of importance. Past performance will be evaluated as follows: An offeror must provide three (3) references on its performance of contracts, orders, or agreements of the same nature and scope as this request for quote. All referenced contracts/orders should be for similar products supplied within three (3) years prior to the request for quote issue date. References may be from Government or commercial customers. Government references should include contract number, names and telephone numbers of the procuring contracting officer and the cognizant administrative contracting officer (ACO). Commercial references must include name of the customer, the period of performance, description of product or service rendered, and the identity and telephone number of two customer employee?s familiar with contract performance. References will be contacted to verify timeliness of delivery/performance; quality and consistency of products/services rendered. The offerors history of meeting or exceeding contract/order requirements, and the expectation that the vendor will provide satisfactory performance under any resultant contract/order will be utilized in the evaluation of quotations received for this procurement. The Defense priorities and Allocations Systems (DPAS) assigned rating for this procurement is unrated.
