- The Mid Range Munition (MRM) is a precision guided 120mm smart munition that will provide a dual mode BLOS capability for the Future Combat System Mounted Combat System (FCS MCS) man grounded vehicle. MRM cartridges shall provide a moving or stationary FCS MCS threshold capability to engage and destroy moving and stationary enemy targets throughout the area of operations in a BLOS mode. MRM will have a seeker to enable it to engage designated targets or autonomously guide to and attack targets if designation is lost or not present. The Joint Munitions & Lethality, Life Cycle Management Command Acquisition Center will be hosting an Industry Day on January 30, 2007 between the hours of 0900 and 1100. The Industry Day will be held at the Program Manager, Maneuver Ammunition Systems (PM MAS), Main Conference Room, Building 354. This event is being held to discuss the Mid Range Munition draft solicitation. In addition to the Open session, prospective offerors may request a one-on-one session, lasting no more than 1.5 hours and starting at 1300 hours. This will be scheduled on a first come. First serve basis. There will be two sessions on January 30 and as necessary, January 31. Please contact the Contracting Officer, Lawrence A. Visconti, Jr. at visconti@pica.army.mil no later than January 23. Each contractor should identify who will be attending both/either sessions to allow for security to be notified and sufficient seating arrangements to be arranged. There is a cut-off date of January 19 for receipt of questions so that those questions can be answered at Industry Day. The Initial Brief from 0900-1100 is unclassified. Classified discussions can be held during the One-on-Ones but clearances need to be sent to the Contracting Officer by the January 23 date. Request for additional information as listed in Section J may be picked up by contractor representatives or at Industry Day. The JM&L LCMC Acquisition Center is soliciting proposals for the execution of the MRM System Development & Demonstration (SDD) phase with production options. This performance-based acquisition requires a system integrator with extensive experience in gun fired smart munitions. The solicitation will include requirements to meet a Performance Specification that leads to a final design, hardware demonstration testing, and developing the necessary manufacturing processes. General support requirements include development, test and evaluation, and production activities. The Government anticipates making one award for this requirement using a tradeoff process to achieve the best value source. This approach allows award to the offeror, whose proposal/offer is the most advantageous to the Government when considering factors in addition to cost/price. Each offeror shall submit a single proposal describing their technical approach to meeting the Performance Specification requirements/thresholds. Award will be made to the offeror whose proposal represents the best value to the Government. The Best Value source selection determination will be based on an integrated assessment of the offeror???s proposal relative to how it meets the Statement of Objectives and the MRM cartridge???s Performance Specification in an affordable and cost effective manner.
