- SOURCE SOUGHT SYNOPSIS ONLY The Drug Enforcement Administration (DEA), Office of Diversion Control (OD), is seeking SMALL BUSINESS, SMALL DISADVANTAGED BUSINESS, HISTORICALLY UNDERUTILIZED BUSINESS ZONE (HUBZone), SERVICE DIABLED VETERAN - OWNED SMALL BUSINESS AND 8(a) Contractors for the drafting and analytical support for the completion of regulatory projects. The offeror will be evaluated by the government on its ability to provide qualified and competent personnel and past performance per the requirements discussed below. Personnel shall have demonstrated knowledge of, and experience in, writing Federal regulations, conducting Economic Impact Analyses, and broad familiarity with regulatory methodology and requirements as discessed further below. Experience shall be evidenced, among other things, by provision of sample documents. Specifically, offeror shall demonstrate that its employees have knowledge of Federal Register document drafting style guidelines. Writing shall be clear and understandable. Documents provided as sample materials should be well thought-out, should fully discuss and explain their subject matter, intended purpose and effect, affected audience, legislative/regulatory authority, and the action being taken. Regulatory text should be properly formatted, clear, appropriately detailed, and should track the preamble discussion. Employees shall have specific experience writing complex Federal regulations, including demonstrated familiarity with, and application of, the following: 1) Controlled Substances Act (CSA); 2) Regulatory Flexibility Act (RFA); 3) Executive Order 12866; 4) Paperwork Reduction Act; 5) Congressional Review (Small Business Regulatory Enforcement Fairness Act). The offeror shall demonstrate that its employees have knowledge of and experience in conducting Economic Impact Analysis in support of regulatory actions. These analyses shall be conducted using Office of Management and Budget methodologies pursuant to the requirements of the Regulatory Flexibility Act and Executive Order 12866. Specific elements which should be discussed include, but are not limited to: 1) Universe affected; 2) Costs (both unit and aggregate); 3) Benefits; 4) Other options considered beyond that implemented by the associated regulation. Contractor shall provide samples of previous work done along with copy of resumes of the personnel who worked on these samples and who may be available for a future contract with DEA. Also provide a list of past experence of the company to include: type of work, period of performance, contract number, and point of contact. Please list what type of business. This is only a request for possible Small Business, Small Disadvantaged Business, Historically Underutilized Business Zone (HUBZone), Service Disable Veteran-Owned Small Business or 8(a) Contractors that can provide the about services. The Government does not intend to award a contract on the basis of this request for sources or otherwise pay for the information solicited. This is not a request for proposal.
