Description
The Directorate of Contracting, Fort Drum, NY is conducting a Market Survey/Sources Sought to determine the availability of capable contractors to perform rotary wing Air Ambulance Medical Evacuation (MEDEVAC) services at Fort Drum, NY. The contract or would be required to provide flight ready helicopters and crews (pilot, co-pilot, Registered Nurse, and paramedic), fuel, medical equipment/supplies, maintenance, medical liability insurance, and all other items necessary to perform the service. This r equirement falls under North American Industry Classification System (NAICS) code 621910, Ambulance Services, and the small business size standard for this NAICS is $6.5 million. Each helicopter shall be equipped to transport at least two litter patients with accompanying crew and be properly equipped for hoist operations. The contractor shall be available to provide services 24 hours a day 7 days a week. Aircraft pilot and co-pilot shall be trained and hold current certifications to operate a rotary-win ged aircraft with night vision goggles during hours of darkness or during times of limited visibility, as appropriate. Both pilot and co-pilot shall possess and maintain current certifications to fly by Visual Flight Rules (VFR), Instrument Flight Rules ( IFR) and with Night Vision Goggles (NVG). The medical flight crews shall be ACLS (Advanced Cardiac Life Support) certified. The contractor will be required to land at isolated ranges located on Fort Drum, NY to load patients. Range landings are subject to possible flight hazards such as snow, dirt, mud, no landing pad, leaves, trees, debris on the ground, no lights, no safety equipment or personnel, uneven terrain, and rocks. No final commitment has been made to procure the stated requirement and this sou rces sought notice should not be construed as a commitment or authorization to incur costs in anticipation of such procurement. This announcement is not a request for proposals. All interested parties shall submit a detailed written Capability Statement, which should include type of service that could/would be provided, detailed pricing information, business size, estimated response time to emergency calls, and personnel qualification information. All information provided will become property of the U. S . Army and will not be returned. Responses are due on 01/18/2007 and should include a point of contact, phone number, fax number and email address.
