This is a Request for Information (RFI) ONLY. It is not a Request for Proposal (or solicitation) or an indication a contractual commitment will exist for this requirement. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this market research (Source Sought Synopsis) is to determine if 8(a) or small business contractors have GSA schedules that can meet the requirements contained in the attached Statement of Work (SOW). Firms responding to this RFI are asked to provide the following information in their initial response: company?s full name, business size, address, point of contact, and a clear indication as to whether or not they can provide ALL of the services identified in the attached Statement of Work. Final responses to this RFI will be due on not later than Thursday, December 21 2006 at 2:00 p.m., central standard time. Responses will be reviewed and may result in further clarifications to further explore commercial capabilities with selected respondents. As industry may expect to see portions of submitted information in future solicitations, portions of the response containing proprietary information should be clearly marked as such. Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will r not be accepted in response to this notice. Statement of Work for a Civilian Consultant to Review Air University?s Organizational Structure and Propose Alternative Structure(s) 1.0. Description of Services 1.1. Assemble a team of individuals, in addition to the contractor, to visit Air University on Maxwell Air Force Base, Montgomery, Alabama for the purpose of reviewing and evaluating the university?s organizational structure and its plans for reorganization in terms of accepted, contemporary organizational structures in institutions of higher education throughout the United States. Provide Air University one or more alternative organizational structures that are in line with contemporary academic institutions of higher education. Provide Air University with recommendations for implementing a new structure (e.g., timelines, roles and responsibilities, etc.). 1.2. The contractor?s principle point of contact for direction (within the scope of the effort) and evaluation will be the Contracting Officer, or their designee. 2.0 General Information 2.1. It is required that the contractor have at least three of five of the following qualifications, expertise, and experience: ? Possess an earned doctorate and have a body of published work in the area of higher education, educational leadership, and/or institutional organization. ? Possess significant background knowledge in higher education administration evidenced by service as chief executive officer (president or chancellor) or chief academic/administrative officer (VPAA, executive VP, provost, etc) of a regionally accredited college or university. ? Possess experience in conducting at least 20 similar comprehensive reviews of regionally accredited colleges or universities as evidenced by final reports. ? Possess a record of higher education consulting (training, writing, workshops, etc) for major higher education associations such as American Association of State Colleges and Universities (AASCU), American Council on Education (ACE), Association of American Colleges and Universities (AAC&U), Association of Catholic Colleges and Universities (ACCU), Association of Governing Boards of Universities and Colleges (AGB), Council for Advancement and Support of Education (CASE), Council for Higher Education Accreditation (CHEA), Council of Independent Colleges (CIC), or National Association of Independent Colleges and Universities (NAICU). ? Possess appropriate background knowledge in military educational institutions (Professional Military Education) evidenced by relevant administrative, oversight, consulting, or research experience. 2.2. Place of Performance. Performance of this effort will be at Maxwell AFB, AL. 2.2.1. Hours of Operation. Duty hours for the performance of the services required under this contract are during normal duty hours 0730 through 1630 (CST), Monday through Friday, except for federal holidays. 2.2.2. Holidays. The contractor is not normally required to provide services on the following federal holidays or the day the Government observes the holiday. Government holidays are: New Year?s Day, Martin Luther King, Jr.?s Birthday, President?s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran?s Day, Thanksgiving, and Christmas Day. Holidays falling on Saturday are observed on preceding Friday. Holidays falling on Sunday are observed on succeeding Monday. 2.2.3. Travel. Travel to and from Maxwell AFB and in and around Maxwell AFB necessary for accomplishing this effort is to be estimated by the contractor and factored into the overall contract cost. Additional travel costs over and above those estimated in the contractor?s bid must be prior approved by the AU Commander or his designee. 2.3. Security Requirements for Contractors Requiring Access To Classified Information. No classified information will be made available to the contractor or his/her team. 2.3.1. Obtaining and Maintaining Identification Media. The contractor is required to maintain proper, current identification media to gain access to military installations, and any areas required for contractor duty. Appropriate identification media can be obtained through the Maxwell AFB Pass and ID office. 2.3.2. Computer Security Requirements. The contractor shall comply with AFI 33-202, Computer Security; AFI 33-203, Emission Security (EMSEC) Program; AFI 33-204, Information Protection Security Awareness, Training, and Education (SATE) Program; applicable AFKAGs, AFIs, and AFSSIs for Communications Security (COMSEC); and AFI 10-1101, Operations Security (OPSEC) Instructions, when operating government computer workstations or systems. 2.3.3. Freedom Of Information Act Program (FOIA). The contractor shall comply with DoD Regulation 5400.7-R/Air Force Supplement, DoD Freedom Of Information Act Program, requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding For Official Use Only (FOUO) material. The contractor shall comply with AFI 33-332, Air Force Privacy Act Program, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, Section 8013. The contractor shall remove or destroy official records only in accordance with AFMAN 37-139, Disposition of Records?Standards, or other directives authorized in AFI 37-138, Records Disposition?Procedures and Responsibilities. 2.4. Traffic Laws. The contractor shall comply with base traffic regulations. 2.5. Cellular Phone Operation Policy. The use of cellular phones while operating a motorized vehicle is prohibited on Maxwell AFB and Gunter Annex unless performing command and control functions. Although discouraged, drivers are authorized to use devices, i.e. ear bud or ear boom, which allows their cellular phone to be operated hands-free. The device must not cover both ears. This policy applies to everyone driving on Maxwell AFB and Gunter Annex. 2.6. Healthcare. Healthcare provided at the local military treatment facility on an emergency reimbursable basis only. 3.0. Service Delivery Summary Performance Objective SOW Para Performance Threshold Prepares a written report to the Air University Commander regarding AU's current reorganization plan comparing the feasibility and functional utility of AU's proposed reorganized institutional structure with institutional structures in comparable civilian universities. 1.1 Report must address the pros and cons of AU?s reorganization plan in terms of organizational structure, administration and faculty utilization as well as academic support services. It must be professionally packaged, free of grammatical and typing errors. At least 15 copies of the written report must be provided to AU/CF for distribution throughout Air University. Compares existing Air University functions and organizational structure to typical functions and structures of other academic institutions and make recommendations on how AU organizational structure can be improved for efficiency and academic effectiveness. 1.1 Report must address how AU?s reorganization plan is similar to and is different from organizational structures of typical civilian universities, with particular emphasis on administration and faculty utilization as well as academic support services. Makes alternative reorganization recommendations, if appropriate, by recommending changes to AU's proposed reorganization plan or by recommending one or more completely different organizational structures. 1.1 Alternative reorganization plans must be consistent with contemporary university institutional structures while being sensitive to chain of command requirements of a military organization. Recommended alternatives must address the benefits/advantages of the new structure over AU's proposed reorganization structure. Efficiencies must be highlighted. Provides the Air University Commander an executive-level briefing on findings and recommendations of the study. 1.1 Briefing should synopsize the findings and recommendations in the written report. Study must be completed within 90 calendar days of the start of the project, excluding holidays. 1.1 Report and executive briefing provided to AU commander within 90 days of contract award. 4.0. Government Furnished Property and Services 4.1. Government Equipment. The contractor will be provided suitable office space and normal office supplies and services within AU, which include telephone, computer resources, internet access, and access to a fax, scanner, and copier. Administrative support is the responsibility of the contractor. APPENDICES Appendix 1 Publications and Forms Appendix 1: Publications and Forms Publications and Forms Publications and forms applicable to this Performance Work Statement (PWS) are listed below. The government has coded publications as mandatory (M) or advisory (A). The contractor shall follow those publications coded as mandatory to the extent (that is, the specific procedure in a paragraph, section, chapter or volume) specified in the PWS. The contractor shall be guided by those coded advisory to the extent necessary to meet requirements in this PWS. At the start of the contract, the government will provide access to the web site for all publications and forms listed. The government may issue supplements or amendments to listed publications from any organizational level during the life of the contract. It is the responsibility of the contractor to use the most current version of all publications. The contractor shall immediately implement those changes in publications that result in a decrease or no change in the contract price. Before implementing any such revision, supplement, or amendment that will result in an increase in contract price, the contractor shall submit to the Contracting Officer (CO) a price proposal for approval. Price proposals shall be submitted within 10 calendar days from the date the contractor receives notice of the revision, supplement, or amendment giving rise to the increase in cost of performance. The government will consider changes in the contract price due to supplements and amendments shall be considered under the FAR 52.212-4 "Contract Terms and Conditions-Commercial Items" clause. The government will continue to supply the government forms needed for daily operations. Upon completion of the contract, the contractor shall return to the government all issued publications and unused forms.
