Description

The Contracting Center of Excellence (CCE) on behalf of the Office of the Chief of Chaplains intends to award a sole source contract to P.I.C.K- A- PARTNER Inc, 600 East Smith Road, Medina OH 44256, for Training and Pre-Marital Interpersonal Choices and Knowledge Program and Presentation Materials for 300 chaplains. The P.I.C.K-A-Partner Relationship Training Program has been selected for use in the Strong Bonds-Building Strong and Ready Families because it is the only such training event that is ba sed on empirical data and has been validated through a research study conducted during FY 2005. PICK-A- Partner, Inc. is the only vendor who can provide this validated training instrument. There is currently no other program sold by any other vendor in th e United States with validated effectiveness in assisting soldiers to make wise marriage partner choices. Additionally, P.I.C.K-A- Partner is available in both secular and theologically integrated versions, facilitating ready integration into the Army Chap lain Corps ministry. The period of performance for this effort will be for twelve (12) months from contract award. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the author ity of FAR 6.302-1, Only One Responsible Source. This notice of intent is not a request for competitive proposals. However, the Government will consider all capability statements received by 03 Jan 2007, 3:00 PM. A determination by the Government not to c ompete this proposed contract upon responses to this notice is solely within the discretion of the Government.
