- THIS ANNOUNCEMENT IS A REQUEST FOR INFORMATION ONLY AND IS NOT A REQUEST FOR PROPOSALS. The purpose of this synopsis is to conduct a market search for qualified small businesses to submit capability statements that clearly demonstrates their capability, experience and qualifications relative to the draft statement of work. In accordance with FAR 52.219-14 "Limitation on Subcontracting", address the firm's capability to meet the 50% contract performance requirement. To be considered a small business, this procurement will utilize NAICS Code 541710 with a size standard of 500 employees or less. The information submitted will be evaluated and used to determine whether or not this procurement will be set aside for small businesses. Otherwise, this procurement will be subject to full and open competition. The US Environmental Protection Agency intends to award a contract to provide professional and technical support for studies in the area of environmental epidemiology. The work shall include but not be limited to assisting EPA in planning, developing, designing, implementing and conducting studies, as well as collecting, procuring, managing, and analyzing human and/or environmental data, and may include the collection, procurement, preparation, shipping, and analyzing of human biologic specimens and environmental samples. Air, water, human health, pesticide residuals and other environmental exposures will be evaluated for their potential association with adverse health effects. Pilot studies, including methods development and validation studies, will be conducted that will fill data gaps and build capacity to conduct larger studies. Other aspects of the contract will cover assisting EPA in conducting professional workshops, convening institution review boards (IRBs) and convening expert panels to discuss pertinent environmental issues. The contractor shall support the administration, management, and conduct of studies and workshops designed and executed by the Environmental Protection Agency alone or in collaboration with other organizations. The estimated level-of-effort is approximately 2,500 base hours plus approximately 30,000 optional hours for the base period and each of the four option periods.
