Description
The Marine Corps Systems Command (MARCORSYSCOM) intends to issue a sole source contract for REMEDY software licenses, maintenance on those licenses, and ?Senior Consultant? services as outlined in Attachment 1. MARCORSYSCOM intends to award the contract to BMC Software Distribution, Inc., P.O. Box 201040, Houston, TX 77216-1040. BMC?s REMEDY software offers integrated packages/modules for the services required to fulfill the Marine Corps Enterprise Network?s (MCEN) network common operational picture (NETCOP) requirements. The REMEDY software package will enable the Marine Corps Network Operations and Security Command (MCNOSC) to leverage the significant assets that have been procured in the past with the Remedy software licenses and services to provide a local network common operational picture (NETCOP) utilizing REMEDY software. Training on the previously procured assets can be utilized, and already established back-end hardware and software assets (required for REMEDY integration) will have the capability to be utilized, thus extending their lifecycle and reducing total cost of ownership (TCO) on the entire package. The current local COP assets consist of time-proven REMEDY software and hardware capabilities that set the standard for network COP scenarios. It is imperative that the Government be able to utilize those assets currently in place to integrate with the new requirements to provide a full Information Technology Infrastructure Library (ITIL) approach to IT management. Failure to do so would leave the non-NMCI units without help desk support. The management and execution, technical support and guidance, familiarity of the engineering staff, and established training on standardized hardware and software, will facilitate the smooth operation and execution of the current COP and should be extended for the implementation of the required NETCOP. It is imperative that MCNOSC not suffer any interoperability issues concerned with this purchase due to hardware or software substitution. Any disruption would affect the MCNOSC command and control capability as well as every subordinate unit that depends on the MCNOSC for support. The management and execution, technical support and guidance, familiarity of the engineering staff, and established training on a standardized suite facilitates the smooth operation and execution of the garrison and tactical networks deployed around the globe. It is paramount that the currently installed REMEDY base not be compromised with a hardware and/or software substitution. A substitution would result in a loss of the knowledge and expertise gained over the years on the REMEDY products and would require extensive re-training of all individuals involved in the process. This effort would waste both time and resources and could compromise the current proven infrastructure. Any new assets purchased must be compatible with current operations, equipment, and training; the MCNOSC cannot entertain substitutions, because such an action will hinder the command and control environment across the entire MCEN. Additionally, any substitutions would have to be retested to re-achieve accreditations throughout both the MCNOSC and Headquarters Marine Corps (HQMC). The delivery of the software is required NLT 30 days After Receipt of Order (ARO), and delivery of the services will be for approximately six to seven months (beginning 1 Feb 2007). No RFP is available for competitive bidding, however interested parties are encouraged to submit a statement of capability for satisfying this requirement no later than 1200 on 28 December 2006 to the contact person listed above. The applicable NAICS code for this effort is 541511.
