Description
This is a pre-solicitation notice for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis and the solicitation is attached to this notice. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circulars 2005-15. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9E. The solicitation number for this requirement issued as a Request for Quotation (RFQ) N00253-07-T-0057 and is a 100% Small Business Set-Aside. The applicable NAICS code for this requirement is 519190 and has a size standard of $6,500,000. NUWC Keyport requirements are: CLIN 0001: 1 CAPS Expert Site License or equivalent for all databases. CLIN 0002: Option Year 1. CLIN 0003: Option Year 2. CLIN 0004: Option Year 3. CLIN 0005: Option Year 5. See Stateme nt of Work in the solicitation document for detailed requirements. Applicable FAR clauses can be found in the attached solicitation. Offers shall be FOB Destination to Naval Undersea Warfare Center, Keyport, WA 98345-7610 with inspection and acceptance at destination. Period of performance for subscription is to be from date of award through one year thereafter. A bidders list will not be maintained by this office. No paper copies of this RFQ / amendments will be mailed. Failure to respond to this RFQ and associated amendments prior to the date and time established may render an offer non-responsive and result in rejection. Contractors interested in submitting quotes must (1) complete the pricing providing unit prices and extended pricing, (2) complete all Representations and Certifications, DUNs Number information, and Buy American Act information found in the above clauses. Contractors shall ensure current registration in the DoD Central Contractor Registration dat abase http://www.ccr.gov. Offers shall complete all required documents for the clauses listed in the solicitation. Download the Defense Federal Acquisition Regulations (DFARS) at: http://www.acq.osd.mil/dp/dars/dfars.html. Offerors are also advised that these representations and certifications must be completed electronically via the ORCA website at http://orca.bpn.gov. Quotes/Offers are due no later than 2 January 2007 at 1100 hours Pacific Time and may be faxed to (360) 396-7358 or e-mailed to diane.kostelecky@navy.mil. The Purchase Order resulting from this solicitation will be awarded based on the following evaluation factors: (1) Technical: Offers must meet or exceed the brand name or equal requirements in the solicitation and any subsequent amendments. The Contracting Officer will evaluate equal products on the basis of information furnished by the offeror or identified in the offeror and reasonably available to the Co ntracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. Unless the offeror clearly indicated in its offer the product being offered is an equal product, the offeror shall provide the brand name product referenced in the solicitation. (2) Price: For offers which meet all other evaluation factors, award will be made to the low offeror based on price and the following price evaluation factors: Single award for all items. Due to the interrelationship of supplies and/or services to be provided hereunder, the Government reserves the right to make a single award to the offeror whose offer is considered in the best interest of the government, price and other factors considered. Therefore, offerors proposing less than the entire effort specified herein may be determined to be unacceptable. (3) Delivery: Offerors must meet the required period of performance. (4) Responsibility: Offerors must meet the standa rd for FAR 9.104. Past performance evaluation criteria to be price and the Navy Red/Yellow/Green database.
