Description

The principal components of the work include the following: 1) Remove miscellaneous metalwork attached to existing headwall including handrails and stoplog beams. Remove existing county road guardrails on both upstream and downstream sides of road crossing; 2) Remove existing reinforced concrete headwall and embedded electrical equipment; 3) Construct new reinforced concrete headwall and sub-surface drainage system; 4) Install new miscellaneous metalwork attached to new headwall including handrails and stoplog beams; and; 5) Reconstruct county road to its preconstruction state and install new county road guardrails on both upstream and downstream sides of road crossing. The estimated price range of the work is between $100,000 and $250,000. The Government will issue a Request for Proposal (RFP), and offerors will be required to submit a technical and price proposal in response to the RFP. A Technicial Proposal Evaluation Committee will evaluate the technicial proposals according to the following criteria: (1) Schedule of work; (2) Procedures for removing headwall and culvert concrete, stoplog steel, and miscellaneous metalwork; (3) Procedures for constructing new headwall and culvert concrete, reinforcement and formwork details, stoplog steel, miscellaneous metalwork, and guardrail; (4) Procedures to provide unobstructed and smooth passageway for one lane of traffic through construction operations and (5) Procedures to monitor, protect, and remove water from dike. The Government will make award based on the Technically Acceptable Lowest Priced proposal. Solicitation packages are estmated to be available on January 5, 2007. Proposals are tentatively due in the office of the Bureau of Reclamation, 316 North 26th Street, Billings, MT 59101 on or before the Close of Business (COB) February 6, 2007. Prospective offerors desiring to visit the work site should make arrangements with Mr. Scott Jacobson of the Bureau of Reclamations' Dakota Area Office, 304 East Broadway Ave., Bismarck, North Dakota, Telephone 701-250-4242 ext. 3310. There is no charge for the first copy of this solicitation and additional sets will be provided upon receipt of a nonrefundable check or money order of $9.00 for each set. All responsible souces may submit a proposal which shall be considered by the Bureau of Reclamation. This acquisiton is unrestricted. The North American Industry Classification System code is 235710. The Small Business Size Standard is $13 Million. The specifications and drawings will not be posted to the internet; however a completed solicitation package is available in hard copy. The requestor must incude the contractor's name, address, phone/fax number, federal tax identification and Dun and Bradstreet number.
