- Description
- The US Coast Guard Maintenance and Logistics Command Atlantic (MLCLANT), Norfolk, VA is procuring lodging services for US Coast Guard personnel, in support of Lant Area, Portsmouth VA. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSCG84-07-Q-AA5189 and will be issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. This is a Full and Open Competition, with a NAICS code 531110, and Small Business Size Standard of $6.5 Million. A price evaluation preference for HUBZone small business concerns applies to this solicitation. This will be awarded as an fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract, for a Base Period from February 1, 2007 through November 30, 2007, with Three (3) one year Option Periods, through November 30, 2010. The contractor must provide an estimated 3630 occupancy days each year, of two bedroom/two bath apartments, with flexibility of providing two twin beds per room or one queen bed per room, when required. Service dates are not fixed but are estimated for the base period as follows: Est. Qty 30, Occupancy for 55 days, approx. start date of 4 February; Est. Qty 20, Occupancy for 41 days, approx. start date of 22 April; Est. Qty 3, Occupancy for 20 days, approx. start date of 2 June; and an Est. Qty 20, Occupancy for 55 days, approx. start date of 23 September. Orders will be placed by individual delivery orders. However, the contractor will be given at least 60 days notice of service requirement. All apartments should be fully furnished and equipped with television, stove, refrigerator, microwave and sink. Weekly housekeeping services are required. Apartments shall be within walking distance of restaurants and shopping. The government places great emphasis on importance of apartments being in close proximity to each other and within an approximate 12 miles radius to the Atlantic Area and/or ISC Portsmouth VA. This solicitation will be issued in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Subpart 13.5 -- Test Program for Certain Commercial Items. The provision at 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition and is tailored as follows: (b)(4) Offerors should submit a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in this solicitation. This may include apartment literature and technical features; (b)(10) Offerors should submit past performance information on up to 5 contracts that are currently in process or have been completed during the past three years (including Federal, State, and local government) which are similar to the work required by this solicitation. Information should include contract numbers, points of contact with telephone numbers and other relevant information. The provision at 52.212-2, Evaluation ? Commercial Items, applies and tailored as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: technical, past performance and price . The offeror shall provide the following information for technical evaluation: (1) the cleanliness and upkeep of complex; (2) the commute to Atlantic Area and ISC Portsmouth; (3) the availability of on-site maintenance and security; (4) turnaround of repair or replacement of furnished items; (5) amenities (e.g. meeting rooms, computers, fax and copier access, and gym/workout facilities); and (6) safety of environment; Past Performance will be evaluated on offeror?s quality of performance (conformance to contract specifications and standards of good workmanship), contract schedule (demonstrating adherence to contract), and customer relations (reasonable and cooperative behavior, and commitment to customer satisfaction); The total evaluated price will be computed by adding the total estimated price of base and all option periods. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their quote. The clause at 52.212-4, Contract Terms and Conditions ? Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statues Or Executive Orders ? Commercial Items, applies to this solicitation, as well as, the following additional FAR clauses at 52.203-6, 52.212-18(a) (fill in) contract effective date and any subsequent option periods, if exercised by the Government, 52.216-19 (fill ins) (a) $100.00 (b) (1)$200,000.00 (2) $500,000.00 or (3) 5 days and (d) 2 days, 52.216-22, 52.217-5, 52.217-8 (fill in) any time prior to expiration of the contract, 52.217-9 (fill ins) (a) 30 days; 60 days (c) 46 months, 52.219-4, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222.36, 52.225-13, 52.222-41, 52.222-42, 52.232-18. The Department of Labor Wage Determination 2005-2543, Revision No. 1, dated 08/28/2006, applies to this acquisition. The contractor and government representative will conduct an inventory walkthrough before occupying any apartment during performance of this contract, and upon vacating the apartment.
