Description
It is the intent of this agency to award a sole source contract under the statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Survivair, 3001 South Susan Street, Santa Ana, CA, 92704. The Tahoe National Forest requires 40 Self Contained Breathing Apparatus (SCBA) with carrying case and 40 replacement/spare air cylinders. The requirements are the SCBA must be commercially available products and meet the following specifications and factors. SPECIFICATIONS: Will be uploaded separately. FACTORS: They must be interoperable and interchangeable with the Survivair Panther SCBA parts and accessories. The Survivair Panther are already fielded on 9 of 11 National Forests in the North Zone of California and one Ranger District on the Tahoe National Forest. It is in the best interest of the Government to standardize the equipment across the Forest, providing cost reduction in the training and interoperability of firefighters on the Forest. Another factor for award is the repair and maintenance support for the equipment, the offeror must at a minimum have a northern California regional representative capable of providing repair and maintenance support functions for the products that can respond to service requests within 24-48 hours. This notice of intent is not a solicitation for competitive proposals. However, The Government will consider all capability statements, addressing the specifications and factors above, received by 10:00 AM on January 5, 2007. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. If no response to this notice of intent by 10:00 AM on January 5, 2007, the contract award for these 40 SCBA and 40 spare cylinders will be made to Survivair, 3001 South Susan Street, Santa Ana, CA, 92704. Market Research was conducted for the purchase of these SCBAs and the above mentioned company was the only source found to be able to supply this product as we require.
