- The government intends to issue a restricted TO SMALL BUSINESS, Firm Fixed Price request for quotes (RFQ) for services (including labor) for classification services (Position Classification, Position Management, and other support of manpower matters) as required by the Command Support Services Department. Code 1120, Building CEP 200, Norfolk Naval Station, Norfolk, Virginia. The services will include written classification work products; research information using sources such as the Office of Personnel Management (OPM), agency regulations and guides, command files, personnel laws, rules and regulations; utilize the Human Resource CD for General Schedule Position Classification and Federal Wage System Job Grading Standards and be proficient in the latest classification procedures and policies; utilize and understand/know procedures and processes of and work with the Department of the Navy?s Human Resource Office on a routine basis; and as required, prepare and type position descriptions and evaluations in final format. Work will be performed in the (Hampton Roads) Norfolk, Virginia area. The proposed RFQ N00189-07-T-0078 will be posted on or before 19 December 2006 with a response date of 27 December 2006. The required start date is 01 January 2007 to 30 September 2007. The North American Industrial Classification System (NAICS) code is 541612. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil or at http://www.fedbizopps.gov. This office no longer issues hardcopy solicitations. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. By submitting a proposal, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that the prospective awardee must be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside of the United States. Lack of registration in the CCR database will make the offeror ineligible for award.
