- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisitions (SS/SA) Branch on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a noncompetitive basis to AAA Software Inc., 18300 Streamside Drive 302, Gaithersburg, Maryland 20879 to perform continued database and web site development and management service necessary to support an ongoing study of childhood-onset obsessive-compulsive disorders (OCD), movement disorders and autism under Protocol#06-M-0102. The bioinformatics system supports screening interviews, standardized research diagnostic interviews and standardize symptom rating in conjunction with clinical studies in the Pediatrics and Development Neuropsychiatry Branch of NIMH. The NIMH Behavior Endocrinology Branch (BEB) informatics development project is considered a sole source based upon knowledge and extensive experience with the databases and web sites employed by the BEB, NIMH used in the explorations of the role of reproductive endocrine function. Also, AAA Software, Inc. is familiar with the relevant data analysis formats currently in use at the NIMH. AAA Software Inc. has extensive experience in implementing scientific analysis services within the NIMH. AAA Software Inc., has experience with informatics development projects for over 3 years and is familiar with the objects, structure and database schema necessary to support various mental health orientated projects. The project requires an application of specific skills in the Java and Transact-SQL (T-SQL) programming languages to the NIMH development team working on the clinical informatics systems. This sole source acquisition; therefore, is justified under the authority contained in 41 U. S.C. 253 ? (1) and FAR 6.302-1 (a) (2), states that: ?When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirement full and competition need not be provided for.? An award to any other source would affect the NIMH ?s prior and current health orientated projects involving in the Java and Transact-SQL (T-SQL) programming languages and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541511 and the Business Size Standard is $23.0. The acquisition is being conducted under simplified acquisition using FAR 13 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
