- The USDA, Natural Resources Conservation Service is requesting qualification statements for the anticipated award of an Indefinite Delivery Indefinite Quantity (IDIQ) A&E Contract for hydrologic analysis and modeling services throughout Louisiana, emphasis on coastal marshes. The contract will include one base and four option periods. The price of any single task order shall be at least $5,000 but shall not exceed $1,000,000. Maximum order amount for each contract period shall be $1,000,000 and minimum order amount $5,000. Each task order shall require the contractor to complete one or more of the following services: 1. Existing Data Compilation - includes the identification, compilation, review, and evaluation of any existing pertinent data to determine its utility for the implementation of a hydrologic study of the given project area. Examples of data that may be needed include existing water level, siphon discharge, salinity, rainfall, wind, topography, bathymetry, etc. NRCS will approve any data to be used in the subsequent analysis. 2. Additional Data Collection - includes field collection of additional data if determined to be necessary by NRCS and the contractor. 3. Hydrologic Analysis/Model Selection - consists of the formulation of a report detailing the proposed method for performing a hydrologic study of the project area. The methodology will contain, at a minimum, the formulas and rationale used for a mathematical simulation and/or a description of the software used for a model. The report will justify the method selected and explain why it was determined to be the most appropriate method. 4. Hydrologic Analysis/Model Setup - NRCS will provide questions to be answered by the hydrologic analysis/model. The contractor will identify and provide rationale for all parameters, including assumptions used for geometric setup, boundary configuration and data input. Setup criteria will be approved by NRCS before calibration begins. 5. Hydrologic Analysis/Model Calibration - calibration shall be performed to reasonably assure that the assumptions, setup parameters, and methodology used for the analysis is capable of simulating observed responses. An acceptable level of accuracy, to be determined upon model selection, shall be attained before applying scenarios. 6. Hydrologic Analysis/Model Scenarios - includes the simulation of specific scenarios for the given project area. NRCS will provide guidance regarding project boundaries, scenarios and time frames for which the analysis will be performed. 7. Hydrologic Analysis/Model Results - consists of the formulation of a report containing the following: (a) narrative of items 1-6 of this project description, to include all calculations and documentation used to support the model conclusions. (b) GIS map showing the project area, project features and any data locations used for the simulation. (c) narrative and graphics of the results of the scenarios evaluated. (d) report shall be sealed by a Professional Engineer. Work will be accomplished through award of negotiated task orders. Firms must meet and address each of the following criteria to be considered for selection: PRESLECTION CRITERIA: A/E firm must have at least one (1) in-house licensed Professional Engineer with a minimum of five (5) years experience in hydrologic analysis or modeling work. Engineer shall be licensed in the state of Louisiana or hold a temporary permit to practice engineering in Louisiana. SELECTION CRITERIA 1. Specialized experience and Technical Competence in the type of work required. Evaluation will be based upon the professional engineering registration and qualified personnel work experience associated with coastal wetland hydrology, and their availability to work on this contract. Examples of previous work shall be provided for review, as well as a description of the type of analysis previously performed and references with phone numbers. Previous work examples will be evaluated based on the complexity of work and analysis demonstrated. 2. Professional qualifications necessary for satisfactory performance. Evaluation will based on the extent of directly related experience in performing hydrologic analysis or modeling; specialized education at the university level, and all other applicable education and training in the engineering and modeling disciplines.3. Capacity to accomplish the work. Evaluation will be based on the number of qualified personnel available to work on this contract, the quantity of work currently under contract and the completion dates of existing contract work. 4. Knowledge of the locality. Evaluation will be based on the past work experience in coastal areas where wetland hydrology analysis was performed. Firms shall indicate the locality of their past work experience. 5. Past performance on contracts with government agencies and private industry. Evaluation will be based on the quality and timeliness of performance under previous contracts. For evaluation purposes, evaluation factor 1 is most important, factors 2-4 are equal in importance, and factor 5 is least important. Interested firms that meet the criteria are invited to submit four (4) copies each of Standard Form 330 (SF 330), Architect-Engineer Qualifications to the contracting office address listed above by close of business January 18, 2007. Only those firms responding by that time will be considered for selection. This is not a Request for Proposals (RFP). Submissions shall not exceed 50 pages. Only numbered pages will be recognized and evaluated. Use fonts no smaller than 10-pitch. Do not repeat information from Sections A-G of the SF330 in Section H. Firms that provide submissions that exceed 50 pages may have only the first 50 pages considered. See Note 24 for selection procedures.
