- Project consists of Design and Construction of a new Armed Forces Reserve Center Complex, located on two sites in the Ayer/Ft. Devens vicinity, Massachusetts. The project consists of six buildings: (1) The 800 - member Training Center (AFRC) is appro ximately 95,681 SF; (2) The Organizational Maintenance Shop /Area Maintenance Support Activity (OMS/AMSA) is approximately 60,049 SF; (3) The Consolidated Support Maintenance Shop (CSMS) is approximately 92,990 SF; (4) The Unheated Storage Building (UHS) i s approximately 6,411 SF; (5) The Class IX Storage Building is approximately 16,053 SF; and (6) The Multi-purpose Classroom Building is approximately 7,312 SF. The Training Center, OMS/AMSA, UHS, and Classroom buildings are located in Middlesex County, Ma ssachusetts. The CSMS and CL IX Storage buildings are located in Worchester County, Massachusetts. The buildings will be permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical systems including air conditioning and e lectrical systems. Supporting facilities include site preparation, paving, fencing, covered wash rack, and extension of utilities to serve the project. This solicitation also contains option items. 1) Water Filtering System for AFRC, OMS/AMSA, CSMS, and Mu ltipurpose Classroom Buildings. This solicitation is a Request for Proposal (RFP). The estimated price range is between $25,000,000 and $100,000,000. This Solicitation is the Phase 1 of a 2-Phase Design/Build Best Value solicitation process. This process requires potential Offerors to submit their performance and capability information initially for review and consideration by the Government. Following the review, evaluation and rating of the Phase 1 proposals, the Government will select a maximum of fiv e highest rated Offerors to receive the technical requirements package and provide a technical and cost proposal for consideration by the Government. The results of the Phase 1 review will be posted on this website. The selected Offerors will be invited to a Pre-proposal Conference in the Ayer vicinity tentatively scheduled for 03 April 2007. The technical information contained in the Phase 2 proposal will be reviewed, evaluated, and rated by the Government. The final evaluation rating used for comparison, selection, and award will reflect the evaluation rating received in Phase 2 only. A construction cost limitation will be provided with the Phase 2 technical requirements package. The proposal process for this 2-Phase procurement consists of the followin g: The Phase 1 Proposal: Experience of the Prime Contractor and Design Team; Technical Approach Narrative; Past Performance of the Prime Contractor, Design Team, and Past Performance on Utilization of Small, Small Disadvantaged, and Women-Owned Small Bus inesses; and Pro Forma Information. The Phase 2 Proposal: Technical Information (Renderings, Design Drawings, and Design Narrative); Management Plan; Subcontracting Information; Bonding Information; and Price. For Phase 2, all evaluation factors, other th an cost or price, when combined, are equal to cost or price. The Phase 1 Solicitation will provide site plans for information and front-end specifications. The Phase 2 Solicitation will provide updated site plans, floor plans, and furniture plans of all bu ildings, the complete Statement of Work, and technical specifications. Furniture will be purchased by other contract. The Solicitation will be available by download from the Internet only. NAICS 236220. Contract duration is 720 days. This is an UNRESTRICT ED procurement. Size Standard is $31.0M. Approximate issue date is January 2, 2007 and approximate due date for Phase I proposals is February 2, 2007 at 2:00 p.m. Louisville Time. Project documents will be web only.
