Description
It is anticipated that a firm-fixed priced, competitive purchase order will be issued for the remanufacture of 700 Single Round Containers (SRCs) for M55 Rockets. The vendor shall remanufacture the SRCs in accordance with (IAW) the terms and conditi ons contained herein: Statement of Work C.1 The vendor shall furnish the necessary services, labor, personnel, facilities, supplies, materials, and equipment (including fabrication machinery and quality assurance measurement devices), with the exception of the identified Government Furnished Ma terial (GFM), to perform the following remanufacture work on the Government furnished SRCs: C.1.1. The vendor shall saw and/or cut through the 16 gauge, 5 ? inch O.D., 7 ft long carbon steel tubing at 36 inches from the base of the flange IAW Attachment 1. C.1.2. The vendor shall tig fillet weld a 6 inch square (approximate) carbon steel plate, provided as GFM, to the sawed end of the tube IAW Attachment 2. C.1.3. The vendor shall remove the 4 inch long, 2 inch diameter spring and the tube interior to the spring that are tack welded onto the face of a cover-plate as depicted in Attachment 3. C.1.4. The vendor shall remove the stacking fixture from the portion of the tube IAW Attachment 1. C.1.5. The vendor shall prime and paint over the base plate and weld area to match the rest of the tube IAW Notes 5 and 6 of Attachment 2. C.1.6. The vendor shall install a new o-ring, provided as GFM, in each finished container. C.2. The vendor shall remanufacture three (3) First Article Testing (FAT) samples, per the specifications at C.1 and deliver them to the Government for inspection and testing, no later than 3 weeks after award. C.3. Upon successful completion of the FAT sample, the vendor shall remanufacture a quantity of six hundred ninety-seven (697) containers per the specifications at C.1 and deliver them to the Government for inspection and testing, no later than 6 weeks af ter Government production authorization. Partial deliveries are preferred and may be quoted. C. 4. The vendor shall return to the Government all excess materials not part of the remanufactured container with delivery of each container. Packaging D.1. Packaging shall be in accordance with best commercial practices. Testing and Inspection E.1. First Article Testing by the Government will consist of leak, drop, stacking, and vibration testing, and a physical inspection of the welds, workmanship, paint and overall dimensions. Each unit will also be helium leak tested. E.2. After final delivery is made, the Government will conduct inspections on each of the production units, consisting of physical inspections of the overall dimensions, welding, paint, and workmanship. The Government will conduct a helium leak test on ea ch of the production units. Deliveries F.1. FAT samples and production units shall be delivered to: 1 Rock Island Arsenal Bldg 131 (Attn: Dave Valant) Rock Island, Illinois 61299 This is a combined synopsis/solicitation for commercial items prepared in accordance with Subpart 12.6 as supplemented with additional information included in this notice. The solicitation is issued as a Request for Quotation (RFQ), number W52P1J-07-T-000 1. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circula r 2005-14, Effective 22 Nov 2006. Quotations submitted in response to this solicitation shall include vendor unit price, inclusive of shipping. The required FAT samples are not a separately priced item and FAT sample costs shall be amortized into the unit price of the production quantity. This procurement is a 100% set aside for Small Businesses. NAICS code for this solicitation is 332439 and the small business size standard is 500 employees. Due to the inspection and acceptance requirements of this program, a small business must be within a 50 mile limit of Rock Island Arsenal. Accordingly, quotes from vendors outside the 50 mile limit will not be considered. The Government anticipates performing a pre-award survey at the vendors facility for determining responsibility IAW the general standards of FAR 9.104-1.
