Description
MODIFICATION 8: Solicitation SALMEC-06-R-0118 is amended as follows: 1) The GSA Approved Security Container, Mosler 4-Drawer Safe is deleted from Attachment I (Miscellaneous Inventory). See Section H, C. Diplomatic Security Requirements under Safeguarding for container requirements. 2) Title of CLINS 0006, 1006, 2006, 3006, 4006 is changed to read as follows: Elevator Inspection and Full Load Tests; 3) Title of CLINS 0007, 1007, 2007, 3007, 4007 is changed to read as follows: Elevator Inspection - No Load Tests; 4) Title of CLINS 0008, 1008, 2008, 3008, 4008 is changed to read as follows: Elevator Preventive Maintenance PM Services As Outlined In Section C.4.2 5) Section B, page 22, Description of CLIN 0027 Post Specific Training (8 HR Module) the last paragraph (underlined) is changed to read as follows: The contractor shall propose a firm fixed price for conducting an eight (8) hour training module no matter what the topic (within the scope of the contract) or which labor category professional (s) is teaching the class. 6) Section C, page 29, paragraph C.2.3.7 Government Furnished Equipment. Third sentence is changed to read as follows: Any government furnished equipment lost, damaged or destroyed (unless the loss, damage or destruction is as a result of circumstances beyond the control of the contractor such as acts of God or war) shall be reimbursed or replaced by the contractor, at the discretion of the Government. 7) Section C, page 41, paragraph 4.1.1.1. General Requirements The third sentence is changed to read as follows Types of equipment found at each level of post is included in Section J, Attachment A for CLINS 0002 - 0005. 8) Section C, page 43, paragraph C.4.1.7., Bar Code System. The following sentence is added to the paragraph as the last sentence. The Barcode System including all barcoding materials shall be provided by the contractor. 9) Section G, page 82, paragraph G.2.3, Failure To Perform. The following sentence is deleted in its entirety: If after notification to correct deviations from the proposal go unheeded, the contracting officer may issue a decision to deduct the cost of the personnel not performing from the fixed price. 10) Section G, page 82, paragraph G.2.3., Failure To Perform. The last sentence of the paragraph is changed to read as follows: The Contracting Officer also reserves the right to deduct the value of damaged U.S. Government property caused by ineffective or inappropriate maintenance practices of the contractor from the monthly invoice. 11) Section B, the Title of CLINS 0024, 1024, 2024, 3024, and 4024 is changed to read as follows: Shipping and Customs Duties. 12) Offerors shall collect the past performance evaluations from the evaluators and submit them as part of their proposal package. 13) Section B, B, 3, LABOR CATEGORIES. Fire System Specialist/Team Leader is added to the list of labor categories, and HVAC Technician-Maintenance EFA is removed from the same list. 14) Section L, L.19, ID#L-013 COMMUNICATION CONCERNING SOLICITATION (02/96) the second sentence of the paragraph is changed to read as follows Communication concerning this solicitation for clarification purposes only with any other Government personnel is prohibited unless specifically authorized elsewhere herein. 15) Section J, Attachment F INVENTORIES Laptops is deleted in its entirety. 16) Section L, Exhibit 15. HVAC Maintenance EFA is deleted from Exhibit 15. The U.S. Department of State?s Office of Overseas Buildings Operations (OBO) intends to award a Fixed Price, Performance Based, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the maintenance and repair of Government owned/leased equipment/facilities at U.S. Department of State (DOS) diplomatic missions overseas. This requirement is 100% set aside for small disadvantaged business in the SBA 8(a) program. Due to time constaints, the offeror shall have a Top Secret Facility Security Clearance or Interim Top Secret Security Clearance at time of proposal submission. The offeror shall provide all labor, equipment, parts/supplies and management necessary to perform facility maintenance and repair. These services include facility preventive maintenance, elevator inspection and preventive maintenance, generator repair, condition monitoring, infrared thermography Inspection, emergency facilities assistance and fire protection maintenance at diplomatic missions throughout the world. The proposed performance period shall be one (1) base year and four (4) one year option periods (which shall be exercised at the sole discretion of the Government). The North American Industry Classification System (NAICS) code for this procurement is 561210, Facilities Maintenance, and the small business size standard is $32.5M. The Government intends to solicit this requirement as a competitive 8(a) set-aside using acquisition procedures outlined in FAR Part 15. One award is anticipated. The Government shall make an award to the responsible offeror whose offer conforms to the requirements of the solicitation and is evaluated as being the Best Value to the Government, cost or price and other factors considered. The Government intends to issue a solicitation on or about October 24, 2006. All prospective offerors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
