- Notice of Intent to Issue a Final of the WITS 3 Request for Proposals. The Federal Acquisition Service (FAS) of the General Services Administration (GSA) provides local telecommunications services in the Washington D.C. National Capital Region (NCR) and communities of interest through the Washington Interagency Telecommunications System 2001 (WITS2001) contract. With the WITS2001 contract set to expire in January 2008, FAS is replacing WITS2001 with a program known as WITS 3. WITS 3 will entail a single acquisition with multiple awards. The awards will be for a four-year base period with four one-year options. A final request for proposals will be released on or about January 2, 2007. It is the offerors responsibility to monitor the Federal Business Opportunities (FedBizOpps) website for the release of the solicitation and amendments, if any. The Final WITS 3 RFP will also be posted on the WITS 3 website at http://www.gsa.gov/wits3. Potential offerors should note that the WITS 3 Hosting Center (WHC) provides electronic access through a secure internet website to sensitive government information that must be priced as part of the WITS 3 solicitation. This information includes CLIN (Contract Line Item Number) tables, location data, traffic data, and compliance matrix tables. Offerors develop prices based on this information and populate (CLIN) tables of WITS 3 services and products. These completed tables will be used for technical and price evaluation. Offerors may visit http://www.gsa.gov/wits3 and select the WITS 3 Hosting Center (WHC) to obtain the five documents containing instructions and forms in order to gain access to the WHC.
