- SOURCES SOUGHT NOTICE FOR SMALL DISADVANTAGED BUSINESSES AND SERVICE DISABLED SMALL BUSINESS CONTRACTORS REGION 2 REMEDIAL ACTION CONTRACT (RAC) This is a sources sought only. This is not a solicitation announcement. No contract will be awarded from this announcement and no reimbursement will be made for any costs associated with providing information in response to this announcement. The United States Environmental Protection Agency (EPA) Superfund /RCRA Regional Procurement Operations Division, Washington DC is currently seeking potential Small Disadvantaged and Small Service Disabled Veterans Owned Business contractors who can provide professional architect and engineering services to support remedial planning and oversight activities in Region 2 which includes New York, New Jersey, Puerto Rico and the Virgin Islands. The Response Action Contracts (RACs) support the Agency?s activities under the Comprehensive Environmental Response Compensation and Liability Act of 1980 (CERCLA) as amended by the Superfund Amendments and Reorganization Act of 1986 (SARA). Services provided by RACs include: program support (management); remedial investigation and feasibility studies; engineering services to design remedial actions; engineering evaluations and cost analyses for non-time-critical removal actions, including issuing and managing subcontracts for construction of the selected remedy, and engineering services for construction oversight. RACs services also include enforcement support, including oversight of the remedial investigations/feasibility studies, remedial designs, and remedial actions, and negotiation support; and other technical assistance, including community relations, sampling and analytical support, and pre-design investigations. Services may also include technical and management services supporting EPA's coordination and/or oversight of remedial activities performed by a State, the U.S. Army Corps of Engineer, or responsible parties identified in enforcement actions. The estimated value of each potential contract (SDB set-aside and SDVOSB set-aside) is $10,000,000. The SOW requirements fall under the North American Industry Classification (NAICS) System code 562910. The maximum size of a small business for this code is 500 employees Interested and qualified Small Disadvantaged Businesses and Service Disabled Veteran Owned Businesses are requested to submit a qualification statement outlining their capabilities to perform the SOW requirements. Qualification statements should address the following: 1. Where are your firm's headquarters and other offices located? How many people are in each office? 2. What has been your firm's annual revenue for the last three years? 3. Describe your understanding of the efforts described in the SOW. 4. What experience does your firm have with coordinating large, complex, multi-party projects similar to those described in the SOW that require effective planning and communication? Provide three examples from either current or past contracts to demonstrate this experience, including: a. Names of the project and project manager b. Site description/location c. Work performed d. Project cost e. Period of performance f. Contact information for a client reference that can provide an assessment of the work quality performed. 5. Briefly outline the qualifications and experience of your professional staff, including the professional disciplines performing environmental remediation services. 6. What experience does your firm have with the management, planning, and implementation of remedial Investigation and feasibility studies? 7. What experience does your firm have with remedial design and remedial action? 8. What experience does your firm have with providing technical oversight for the following? a. Remedial investigations/feasibility studies, b. Removal, c. Remedial design, and d. Remedial action activities at non-federal facilities? Qualification Statement Format and Details: Statements should be no longer than 5 pages. They should be single sided, single spaced, with 1" margins and 10 point font EPA will review only the content of the statements. It will not review other materials referenced in or included with statements such as web sites, brochures, and attachments, etc. Submission Instructions: Interested firms should submit their qualification statements by Jan. 17, 2007 to Rodney Neely, Contract Specialist, and Benita Jackson, Contracting Officer at neely.rodney@epa.gov and Jackson.benita@epa.gov.
