Description
This item is being considered for an Indefinite Delivery Indefinite Quantity contract, with a one-year basic plus two, one year options. Multiple awards and or Split awards may be made. First Article Test will be required as applicable. This is a 100% small business set-aside. The item listed below is coded “1C”, indicating item is determined to be competitive; however, each item requires engineering source approval by the design control activity. Qualification requirements: Sources must be qualified prior to being considered for award. Qualification Requirements are available through the Source Development Office, 3001 Staff Dr STE 1AG85A, Tinker AFB 73145-3009, 405-739-7243, https://wwwmil.tinker.af.mil/bc/. The following item is being solicited: Item No. 0001: 2840-01-314-5809JF; 9980M83G06; Divergent Flap. The Tech data will be available on The Federal Technical Data Solution (FedTeDS) website www.fedteds.gov . Delivery requirements and quantity ranges will be detailed in the solicitation. Quantities to be delivered per month, BEQ information, and min and max quantities is as follows: Item No. 0001: 2840-01-314-5809JF; 9980M83G06; Divergent Flap. 140 ea per month; BEQ for 1-year Basic Period: 1043 ea; Min Qty for Basic Period: 631 ea; Max Qty for Basic Period: 1577 ea; BEQ for Option Year 1: 909 ea; Min Qty for Option Year 1: 0 ea; Max Qty for Option Yr 1: 1364 ea; BEQ for Option Year 2: 1045 ea; Min Qty for Option Yr 2: 0 ea ; Max Qty for Option Yr 2: 1568 ea. QUALIFICATION REQUIREMENT: Sources must be qualified prior to being considered for award. The solicitation will contain instructions for obtaining further information on this requirement. Qualification requirements apply to all line items. APPROXIMATE DATE: Contractors shall refer to the actual solicitation for the exact closing date. The following dates are approximate: The issuance date of solicitation will be 13 Mar 2006. The approximate response date of the solicitation will be 12 Apr 2006. The anticipated award date will be 12 Jun 2006. OTHER INFORMATION: Contractors must obtain a copy of the solicitation from the FedBizOpps website. This office no longer mails solicitations. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR 52.209-1. The solicitation is approved for release only to U.S. DOD contractors who are registered and certified with the Defense Logistics Service Center (DLSC). Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed in the solicitation. An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
