- This is a REQUEST FOR INFORMATION (RFI) being released by the General Services Administration (GSA) on behalf of the Department of Defense (DoD), Defense Manpower Data Center (DMDC), and Access Card Office (ACO), collectively, the Requestor. This RFI is being issued for planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Requestor to acquire any products or services. If an RFP is issued, it will be officially issued by the appropriate government contracting office. The Requestor does not intend to pay for the information requested. All information provided is for government planning use only. If proprietary information is provided, please mark as Proprietary for Government Use Only. BACKGROUND: The devices are targeted for use in several government programs, including but not limited to DMDC's Defense Biometric Identification System (DBIDS), DMDC's Noncombatant Evacuation Operation Tracking System (NTS), and Real-time Automated Personnel Identification System (RAPIDS). REQUIREMENTS SPECIFICATION: The Hardware Technical Requirements (Microsoft Excel spreadsheet)are attached under Amendment 1, and have been generated by compiling the requirements for each of the devices sought. Each product being sought is listed on its own tab of the spreadsheet. Each requirement should be considered a mandatory requirement, unless optional or preferred is explicitly stated. All products in the vendor's response must be compliant with Buy America or Trade Act Agreement (TAA) requirements in order to meet DoD procurement regulations. A vendor may respond to one, all, or any combination of products requested. The Government may request meetings with individual vendors to obtain more in depth technical briefings as necessary to complete the survey. The Requestor would like to receive the following information from prospective manufacturers or product distributors: 1) Minimum acceptable response from vendor: Information regarding the characteristics/technical specifications of their products that meet the requirements to include make, model, all part numbers required to meet the technical requirements provided by the Government, and country product(s) is(are) manufactured in. Provide manufacturer?s list price and warranty. 2) Preferred response from vendor: Fill in a column for each product you are responding to in the Attachment, Hardware Technical Requirements (Microsoft Excel spreadsheet) including Product Information and for the Minimum Technical Requirements section mark each as either Yes, No, or Future. (Note: If answer is Future, please indicate expected time to deliver feature). 3) If available, vendors are requested to submit technical specifications or data sheets for their products. INFORMATION REGARDING DELIVERY: This RFI is to obtain information only - vendors are requested to provide anticipated delivery time(s) after receipt of an order for each item submitted. Proposed delivery times are expected to be a realistic estimate of delivery should an order for the item be placed in the future. Estimated delivery times should clearly indicate within the United States or for Overseas Delivery.
